4provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  BUDGET ENROLLMENTS, WEIGHTED ENROLLMENTS, AND
2ENROLLMENTS SERVED FOR SCHOOL BUDGET YEAR 2021-2022.
   31.  For the budget year beginning July 1, 2021, if a school
4district’s budget enrollment otherwise determined under section
5257.6, subsection 4, is less than the school district’s budget
6enrollment for the budget year beginning July 1, 2020, the
7department of management shall, notwithstanding any provision
8of law to the contrary, adjust the school district’s budget
9enrollment for the budget year beginning July 1, 2021, to equal
10the budget enrollment for the budget year beginning July 1,
112020. The adjusted budget enrollment figure shall be used to
12calculate all necessary funding amounts for the school budget
13year beginning July 1, 2021.
   142.  For the budget year beginning July 1, 2021, if a school
15district’s additional enrollment because of special education
16otherwise determined under section 257.6, subsections 3 and
175, is less than the school district’s additional enrollment
18because of special education for the budget year beginning July
191, 2020, the department of management shall, notwithstanding
20any provision of law to the contrary, adjust the school
21district’s additional enrollment because of special education
22for the budget year beginning July 1, 2021, to equal the
23additional enrollment because of special education for the
24budget year beginning July 1, 2020. The adjusted additional
25enrollment because of special education figure shall be used to
26calculate all necessary funding amounts for the school budget
27year beginning July 1, 2021.
   283.  For the budget year beginning July 1, 2021, if a school
29district’s additional pupils added due to the application
30of the supplementary weighting otherwise determined under
31section 257.6, subsection 5, is less than the school district’s
32additional pupils added due to the application of the
33supplementary weighting for the budget year beginning July
341, 2020, the department of management shall, notwithstanding
35any provision of law to the contrary, adjust the school

2the supplementary weighting for the budget year beginning
3July 1, 2021, to equal the additional pupils added due to the
4application of the supplementary weighting for the budget
5year beginning July 1, 2020. The adjusted additional pupils
6added due to the application of the supplementary weighting
7figure shall be used to calculate all necessary funding
8amounts for the school budget year beginning July 1, 2021,
9and the proportions of supplementary weighting attributable
10to each supplementary weighting category shall be equal to
11the proportion of such weighting for the school budget year
12beginning July 1, 2020.
   134.  For the budget year beginning July 1, 2021, if a
14school district’s preschool budget enrollment otherwise
15determined under section 256C.5 is less than the school
16district’s preschool budget enrollment for the budget year
17beginning July 1, 2020, the department of management shall,
18notwithstanding any provision of law to the contrary, adjust
19the school district’s preschool budget enrollment for the
20budget year beginning July 1, 2021, to equal the preschool
21budget enrollment for the budget year beginning July 1, 2020.
22The adjusted preschool budget enrollment figure shall be used
23to calculate all necessary preschool funding amounts for the
24school budget year beginning July 1, 2021.
   255.  For the budget year beginning July 1, 2021, if an area
26education agency’s enrollment served otherwise determined under
27section 257.37, subsection 4, is less than the area education
28agency’s enrollment served for the budget year beginning July
291, 2020, the department of management shall, notwithstanding
30any provision of law to the contrary, adjust the area education
31agency’s enrollment served for the budget year beginning July
321, 2021, to equal the enrollment served for the budget year
33beginning July 1, 2020. The adjusted enrollment served figure
34shall be used to calculate all necessary funding amounts for
35the school budget year beginning July 1, 2021.

1   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
2importance, takes effect upon enactment.
3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
   6For purposes of calculating school district funding under
7Code chapter 257, a school district’s budget enrollment for a
8budget year is the basic enrollment for that budget year, which
9is equal to the school district’s actual enrollment (headcount)
10for the base year (preceding budget year). This bill provides
11that for the budget year beginning July 1, 2021, if a school
12district’s budget enrollment is less than the school district’s
13budget enrollment for the budget year beginning July 1, 2020,
14the department of management, notwithstanding any provision
15of law to the contrary, is required to adjust the district’s
16budget enrollment to equal the budget enrollment for the budget
17year beginning July 1, 2020. Similarly, for the budget year
18beginning July 1, 2021, if a school district’s additional
19enrollment because of special education, weighted enrollment
20added due to supplementary weighting, or preschool budget
21enrollment is less than the applicable corresponding amount
22for the budget year beginning July 1, 2020, the department of
23management is required to adjust the district’s additional
24enrollment because of special education, weighted enrollment
25added due to supplementary weighting, or preschool budget
26enrollment, as applicable, to equal the corresponding amount
27for the budget year beginning July 1, 2020. The bill also
28establishes a similar provision for the determination of an
29area education agency’s “enrollment served” under Code section
30257.37.
   31The bill takes effect upon enactment.
