House Study Bill 145 - IntroducedA Bill ForAn Act 1making an appropriation to the department of education

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DEPARTMENT OF EDUCATION — IOWA READING RESEARCH
2CENTER. There is appropriated from the general fund of the
3state to the department of education for the fiscal year
4beginning July 1, 2021, and ending June 30, 2022, the following
5amount, or so much thereof as is necessary, to be used for the
6purposes designated:
71. For purposes of the Iowa reading research center for
8collaborations with the state board of education relating to
9the approval of practitioner preparation programs pursuant to
10section 256.7, subsection 3, paragraph “c”, and with the board
11of educational examiners for the establishment of the advanced
12dyslexia specialist endorsement pursuant to section 272.2,
13subsection 23:

152. Notwithstanding section 8.33, moneys received by the
16department pursuant to this section that remain unencumbered or
17unobligated at the close of the fiscal year shall not revert
18but shall remain available for expenditure for the purposes
19specified in this section for the following fiscal year.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
23This bill appropriates $250,000 from the general fund of
24the state to the department of education for the 2021-2022
25fiscal year for purposes of the Iowa reading research center
26for collaborations with the state board of education and the
27board of educational examiners relating to the approval of
28practitioner preparation programs that offer practitioner
29preparation for the advanced dyslexia specialist endorsement
30and to the establishment of the endorsement. The moneys
31appropriated do not revert to the general fund at the end of
32the fiscal year but shall be available for expenditure for the
33same specified purposes for the following fiscal year.
