3department of corrections.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  904.502A  Rehabilitation plan and
2post-incarceration plan.
   31.  The superintendent of an institution shall, within six
4months after the commitment or entrance of an inmate to an
5institution under the jurisdiction of the department, develop
6an individualized written plan and timeline for the inmate
7directed toward the rehabilitation of the inmate and preparing
8the inmate to live outside of the institution. The plan shall
9include but is not limited to an assessment of the inmate’s
10needs in the following areas:
   11a.  Academic and educational.
   12b.  Career and job training.
   13c.  Substance use disorder treatment.
   14d.  Mental health or mental illness treatment, including
15cognitive behavioral therapy designed to help the inmate change
16the patterns of behavior that led to the inmate’s criminal
17activity.
   18e.  Empathy and victim impact training.
   19f.  Counseling related to parenting and family relationships.
   202.  Within six months of an inmate’s potential release from
21an institution, the superintendent shall assist each inmate
22in preparing a post-incarceration plan to include but not be
23limited to all of the following:
   24a.  Workforce training including employment preparation
25skills such as job readiness and job search techniques.
   26b.  A plan for securing housing and work upon the inmate’s
27release.
   28c.  Arranging substance use disorder treatment and mental
29health services upon the inmate’s release.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
   33This bill requires the superintendent of each institution
34under the jurisdiction of the department of corrections to
35prepare a rehabilitation plan and a post-incarceration plan for

2corrections.
   3The bill provides that the superintendent of each Iowa
4department of corrections institution shall, within six
5months after the commitment or entrance of an inmate to
6an institution, develop an individualized written plan and
7timeline for each inmate directed toward the rehabilitation
8of the inmate and preparing the inmate to live outside of the
9institution. The plan shall include but is not limited to
10an assessment of the inmate’s needs in the following areas:
11academic and educational, career and job training, substance
12use disorder treatment, mental health or mental illness
13treatment including cognitive behavioral therapy designed to
14help the inmate change the patterns of behavior that led to
15criminal activity, empathy and victim impact training, and
16counseling related to parenting and family relationships.
   17The bill provides that within six months of an inmate’s
18potential release from an institution, the superintendent shall
19assist each inmate in the preparation of a post-incarceration
20plan to include but not be limited to workforce training
21including employment preparation skills such as job readiness
22and job search techniques, securing housing and work upon
23the inmate’s release, and arranging substance use disorder
24treatment and mental health services upon the inmate’s release.
