4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph a,
2subparagraph (1), Code 2021, is amended to read as follows:
   3(1)  In order to provide additional funding to increase
4student opportunities and redirect more resources to student
5programming for school districts that share operational
6functions, a district that shares with a political subdivision
7one or more operational functions of a curriculum director,
 8special education director, master social worker, independent
9social worker, or school counselor, or one or more operational
10functions in the areas of superintendent management, business
11management, human resources, transportation, or operation
12and maintenance for at least twenty percent of the school
13year shall be assigned a supplementary weighting for each
14shared operational function. A school district that shares an
15operational function in the area of superintendent management
16shall be assigned a supplementary weighting of eight pupils for
17the function. A school district that shares an operational
18function in the area of business management, human resources,
19transportation, or operation and maintenance shall be assigned
20a supplementary weighting of five pupils for the function. A
21school district that shares the operational functions of a
22curriculum director, a special education director, a master
23social worker or an independent social worker licensed under
24chapters 147 and 154C, or a school counselor shall be assigned
25a supplementary weighting of three pupils for the function.
26The additional weighting shall be assigned for each discrete
27operational function shared. However, a school district
28may receive the additional weighting under this subsection
29for sharing the services of an individual with a political
30subdivision even if the type of operational function performed
31by the individual for the school district and the type of
32operational function performed by the individual for the
33political subdivision are not the same operational function, so
34long as both operational functions are eligible for weighting
35under this subsection. In such case, the school district
-1-1shall be assigned the additional weighting for the type of
2operational function that the individual performs for the
3school district, and the school district shall not receive
4additional weighting for any other function performed by the
5individual. The operational function sharing arrangement does
6not need to be a newly implemented sharing arrangement to
7receive supplementary weighting under this subsection.
8   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
9importance, takes effect upon enactment.
10   Sec. 3.  APPLICABILITY.  This Act applies to school budget
11years beginning on or after July 1, 2021, subject to the school
12budget year limitations of section 257.11, subsection 5.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16Code section 257.11(5) provides supplementary weighting
17for school districts and area education agencies that share
18specified operational functions for at least 20 percent of the
19school year. Supplementary weighting under this provision is
20available for school budget years beginning on or after July 1,
212014, through the budget year beginning July 1, 2024.
   22This bill adds a special education director to the list of
23eligible operational functions and positions eligible for a
24supplementary weighting of three pupils.
   25The bill takes effect upon enactment and applies to school
26budget years beginning on or after July 1, 2021, through the
27school budget year beginning July 1, 2024.
