House Study Bill 110 - IntroducedA Bill ForAn Act 1relating to eligibility requirements for students under
2the senior year plus program and including effective date
3provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 261E.3, subsection 1, paragraph e, Code
22021, is amended by striking the paragraph and inserting in
3lieu thereof the following:
   4e.  (1)  The student, except as otherwise provided in
5subparagraph (2), shall have demonstrated proficiency in
6reading, mathematics, and science as evidenced by any of the
7following:
   8(a)  Achievement scores on the latest administration of the
9state assessment for which scores are available and as defined
10by the department.
   11(b)  If the student is receiving competent private
12instruction under chapter 299A, as evidenced by any of the
13following:
   14(i)  Submitting the written recommendation of the licensed
15practitioner providing supervision to the student in accordance
16with section 299A.2.
   17(ii)  Achievement scores on the annual achievement
18evaluation required under section 299A.4.
   19(iii)  A selection index, which is the sum of the critical
20reading, mathematics, and writing skills assessments, of at
21least one hundred forty-one on the preliminary scholastic
22aptitude test administered by the college board; a composite
23score of at least twenty-one on the college readiness
24assessment administered by ACT, inc.; or a sum of the critical
25reading and mathematics scores of at least nine hundred ninety
26on the college readiness assessment administered by the college
27board.
   28(2)  For purposes of section 261E.8, if a student is not
29proficient in one or more of the content areas listed in
30subparagraph (1), the school district shall adopt measures of
31college readiness jointly agreed upon by the school board and
32the eligible postsecondary institution through which a student
33may demonstrate proficiency.
34   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
35importance, takes effect upon enactment.

1EXPLANATION
2The inclusion of this explanation does not constitute agreement with
3the explanation’s substance by the members of the general assembly.
   4This bill provides an option for a student who is
5unable to meet the proficiency requirements of the senior
6year plus program that must otherwise be met prior to the
7student’s enrollment in a postsecondary course through
8district-to-community college sharing or a concurrent
9enrollment program.
   10Under the bill, the school district shall adopt measures of
11college readiness jointly agreed upon by the school board and
12the eligible postsecondary institution through which a student
13may demonstrate proficiency. The bill strikes a provision
14that authorizes a school board to establish alternative but
15equivalent qualifying performance measures on its own.
   16The bill takes effect upon enactment.
