4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  724.1D  Multi-burst trigger
2activator — penalty.
   31.  As used in this section, “multi-burst trigger activator”
4means a device designed or redesigned to be attached to a
5semi-automatic firearm that enables a firearm to discharge
6two or more shots in a burst by activating the device, or a
7manual or power-driven trigger activating device constructed
8or designed to increase the rate of fire of a semi-automatic
9firearm when attached. A multi-burst trigger activator
10includes firearm accessories, parts, and a combination of parts
11that significantly increase a semi-automatic firearm’s rate
12of fire beyond the standard rate of fire for a semi-automatic
13firearm.
   142.  A person shall not manufacture, possess, ship,
15transport, or receive a multi-burst trigger activator.
   163.  A person who violates subsection 2 commits a class “D”
17felony.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill prohibits the manufacture, possession, shipment,
22transportation, or receipt of a multi-burst trigger activator.
   23The bill defines a multi-burst trigger activator to
24mean a device designed or redesigned to be attached to a
25semi-automatic firearm that enables a firearm to discharge
26two or more shots in a burst by activating the device, or a
27manual or power-driven trigger activating device constructed
28or designed to increase the rate of fire of a semi-automatic
29firearm when attached. A multi-burst trigger activator
30includes firearm accessories, parts, and a combination of parts
31that significantly increase a semi-automatic firearm’s rate
32of fire beyond the standard rate of fire for a semi-automatic
33firearm.
   34A person who violates the bill commits a class “D” felony.
35A class “D” felony is punishable by confinement for no more

2$10,245.
