4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 20.9, subsection 1, Code 2021, is amended
2to read as follows:
   31.  For negotiations regarding a bargaining unit with
4at least thirty percent of members who are public safety
5employees, the public employer and the employee organization
6shall meet at reasonable times, including meetings reasonably
7in advance of the public employer’s budget-making process,
8to negotiate in good faith with respect to wages, hours,
9vacations, insurance, holidays, leaves of absence, shift
10differentials, overtime compensation, supplemental pay,
11seniority, transfer procedures, job classifications, health
12and safety matters, evaluation procedures, procedures for
13staff reduction, in-service training, grievance procedures
14for resolving any questions arising under the agreement,
15and other matters mutually agreed upon. For negotiations
16regarding a bargaining unit that does not have at least
17thirty percent of members who are public safety employees,
18the public employer and the employee organization shall meet
19at reasonable times, including meetings reasonably in advance
20of the public employer’s budget-making process, to negotiate
21in good faith with respect to base wages and other matters
22mutually agreed upon. Such obligation to negotiate in good
23faith does not compel either party to agree to a proposal
24or make a concession. Mandatory subjects of negotiation
25specified in this subsection shall be interpreted narrowly and
26restrictively.

27   Sec. 2.  APPLICABILITY.  This Act applies to collective
28bargaining procedures pursuant to chapter 20 initiated on or
29after the effective date of this Act.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
   33This bill strikes language providing that mandatory subjects
34of negotiation in public employee collective bargaining shall
35be interpreted narrowly and restrictively.
