4recitation of the pledge of allegiance.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 280.5, Code 2021, is amended to read as
2follows:
   3280.5  Display of United States flag and Iowa state flag 
4 pledge of allegiance

   51.  The board of directors of each public school district
6and the authorities in charge of each nonpublic school shall
7provide and maintain a suitable flagstaff on each school site
8under its control, and the United States flag and the Iowa
9state flag shall be raised on all school days when weather
10conditions are suitable.
   112.  The board of directors of each public school district
12shall offer the pledge of allegiance in grades one through
13twelve each school day. Every accredited nonpublic school
14shall offer the pledge of allegiance in grades one through
15twelve unless the authorities in charge of the school determine
16that the requirement conflicts with the school’s religious
17doctrines. Each classroom in which the pledge of allegiance is
18recited pursuant to this subsection shall display the United
19States flag during the recitation. A student shall not be
20compelled against the student’s objections or those of the
21student’s parent or guardian to recite the pledge.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill requires that school districts and accredited
26nonpublic schools offer the pledge of allegiance in grades one
27through twelve each school day and display the United States
28flag in the classroom during the recitation. An accredited
29nonpublic school need not comply if the requirement conflicts
30with the school’s religious doctrine. A student shall not be
31compelled to recite the pledge against the objection of the
32student or the objection of the student’s parent or guardian.
