3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 455E.11, subsection 2, paragraph a,
2subparagraph (1), subparagraph division (d), Code 2021, is
3amended to read as follows:
   4(d)  Not more than four hundred thousand dollars to the
5department for purposes of providing funding assistance
6to eligible communities to address abandoned buildings by
7promoting waste abatement, diversion, selective dismantlement
8of building components, and recycling. Eligible communities
9include a city with a population of five seven thousand five
10hundred
or fewer. Eligible costs for program assistance
11include but are not limited to asbestos and other hazardous
12material abatement and removal, the recovery processing
13of recyclable or reusable material through the selective
14dismantlement of abandoned buildings, and reimbursement for
15purchased recycled content materials used in the renovation of
16buildings.
17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20This bill relates to the eligibility of cities to receive
21funding assistance to address abandoned buildings. Under
22current law, a city with a population of 5,000 or fewer is
23eligible to receive funding assistance from the department of
24natural resources through moneys allocated to the solid waste
25account within the groundwater protection fund to help address
26abandoned buildings by promoting waste abatement, diversion,
27selective dismantlement of building components, and recycling.
28The bill allows a city with a population of 7,500 or fewer to be
29eligible for funding assistance.
