5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 124.204, subsection 2, paragraph f, Code

28submitted in accordance with this chapter by a manufacturer,
29retailer, or other person who sells, transfers, or otherwise
30furnishes to any person in this state any of the following
31substances:
32   Sec. 36.  Section 124B.2, subsection 1, Code 2021, is amended
33by adding the following new paragraphs:
34   NEW PARAGRAPH.  ac.  N-(1-benzylpiperidin-4-yl)-N-
35phenylpropionamide (benzylfentanyl) and its salts.

4   Sec. 37.  EFFECTIVE DATE.  This Act, being deemed of
5immediate importance, takes effect upon enactment.
6EXPLANATION
7The inclusion of this explanation does not constitute agreement with
8the explanation’s substance by the members of the general assembly.
   9This bill relates to controlled substances and precursor
10substances, including amending the controlled substance and
11precursor substances schedules and including effective date
12provisions.
   13The bill makes changes in Iowa’s uniform controlled
14substances Act (Code chapter 124) and precursor substances
15(Code chapter 124B) to conform to the specific chemical
16designations of the substances contained in Title 21 of
17the Code of Federal Regulations (C.F.R.), parts 1300, 1308,
18and 1310. The changes include changing some parentheses to
19brackets, adding or removing hyphens, and adding or removing
20spaces. Additionally, some substances have been moved from the
21current location in the Code to a location which corresponds
22to those under federal law. Fourteen new substances were
23added to the schedule I opiates category, including acetyl
24fentanyl which was moved from the “other substances” category.
25Marijuana extract, synthetic cathinone, and 21 other substances
26were added to the schedule I, hallucinogenic substances
27category.
   28The bill takes effect upon enactment.
