House Study Bill 71 - IntroducedA Bill ForAn Act 1relating to the authority of a dentist relating to the
2prescribing and administration of certain immunizations and
3vaccines.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 153.20, Code 2021, is amended to read as
2follows:
   3153.20  Drugs, medicine, and surgery, and vaccines and
4immunizations
.
   51.  A dentist shall have the right to prescribe and
6administer drugs or medicine, perform such surgical operations,
7administer general or local anesthetics and use such appliances
8as may be necessary to the proper practice of dentistry.
   92.  a.  A dentist may prescribe and administer a vaccine
10or immunization for influenza or SARS-CoV-2 to patients
11as recommended by the United States centers for disease
12control and prevention. A dentist shall not delegate the
13administration of a vaccine or immunization as authorized under
14this subsection to a dental hygienist or dental assistant.
   15b.  Prior to the prescribing and administration of
16a vaccination or immunization as authorized under this
17subsection, a dentist shall comply with all of the following:
   18(1)  Successfully complete a minimum of four hours of
19training pertaining to the prescribing and administration of
20vaccines or immunizations.
   21(2)  Consult and review the statewide immunization registry
22or Iowa health information network.
   23c.  A dentist shall report the administration of a vaccine
24or immunization under this subsection to the statewide
25immunization registry or Iowa health information network.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
   29This bill authorizes a dentist to prescribe and administer a
30vaccine or immunization for influenza or SARS-CoV-2 to patients
31as recommended by the United States centers for disease control
32and prevention. The bill prohibits a dentist from delegating
33the authority to administer these vaccines or immunizations
34to a dental hygienist or dental assistant. Prior to the
35prescribing and administration of a vaccination or immunization

2complete a minimum of four hours of training pertaining to the
3prescribing and administration of vaccines or immunizations and
4consult and review the statewide immunization registry or Iowa
5health information network. A dentist shall also report the
6administration of a vaccine or immunization under the bill to
7the statewide immunization registry or Iowa health information
8network.
