3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  STUDENT GRADE LEVEL PROMOTION DURING THE
22021-2022 SCHOOL YEAR.
   31.  For the school year beginning July 1, 2021, and ending
4June 30, 2022, due to the disruptions experienced by school
5districts, accredited nonpublic schools, parents, and students
6during the 2020-2021 school year, if a parent submits to the
7administrator of the school, prior to August 15, 2021, a
8written request that the parent’s child be retained at the
9grade level in which the child was enrolled during the school
10year beginning July 1, 2020, because the child did not make
11adequate progress for promotion to the next grade level, the
12board of directors of a school district or the authorities
13in charge of an accredited nonpublic school, as appropriate,
14shall not promote the student to the next grade level but shall
15retain the student at the 2020-2021 grade level for the school
16year beginning July 1, 2021. However, if during the school
17year beginning July 1, 2021, the school administrator and the
18student’s classroom teacher provide evidence to the parent that
19the student has made adequate progress, the student’s parent
20may withdraw the request and the student may be promoted to the
21next grade level.
   222.  For purposes of this section, “parent” means a parent,
23guardian, or legal custodian of a child of compulsory
24attendance age.
25EXPLANATION
26The inclusion of this explanation does not constitute agreement with
27the explanation’s substance by the members of the general assembly.
   28This bill allows a parent, due to the disruptions
29experienced by school districts, accredited nonpublic schools,
30parents, and students during the 2020-2021 school year,
31to submit to the administrator of the public or accredited
32nonpublic school of enrollment, prior to August 15, 2021, a
33written request that the parent’s child be retained at the
34grade level in which the child was enrolled during the school
35year beginning July 1, 2020, if the child did not make adequate

2shall not promote the student to the next grade level for the
3school year beginning July 1, 2021.
   4However, if during the school year beginning July 1, 2021,
5the school administrator and the student’s classroom teacher
6provide evidence to the parent that the student has made
7adequate progress, the student’s parent may withdraw the
8request and the student may be promoted to the next grade level
9prior to the end of the 2021-2022 school year.
   10The bill defines “parent” to include a parent, guardian, or
11legal custodian of a child of compulsory attendance age.
