4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  RESCISSION OF AMENDMENT TO ADMINISTRATIVE RULE.
   21.  The amendment to 281 Iowa administrative code, rule
344.3, subrule 58, paragraph “b”, as appearing in ARC 4637C, as
4published in the Iowa administrative bulletin, volume XLII,
5number 5, dated August 28, 2019, p.572, is rescinded.
   62.  As soon as practicable, the Iowa administrative code
7editor shall restore the language of the Iowa administrative
8code rule referenced in subsection 1 to the language that
9existed on August 27, 2019.
10EXPLANATION
11The inclusion of this explanation does not constitute agreement with
12the explanation’s substance by the members of the general assembly.
   13This bill rescinds an amendment to an administrative
14rule adopted by the department of education that requires
15three-point lap-shoulder belts to be installed in all new
16school buses. Currently, the administrative rule referenced
17by the bill exists in subrule 57 rather than subrule 58 due to
18renumbering appearing in ARC 4637C.
