4code and including effective date provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  2020 EDITION OF THE NATIONAL ELECTRICAL
2CODE.
  The electrical examining board within the division of
3state fire marshal of the department of public safety shall
4adopt the 2020 edition of the national electrical code issued
5and adopted by the national fire protection association, with
6no amendments, as the requirements for electrical installations
7performed by persons licensed pursuant to chapter 103 and to
8installations subject to inspection pursuant to chapter 103.
9This section shall not be construed to prohibit the board from
10adopting a subsequent publication of the code pursuant to
11section 103.6, subsection 1, paragraph “a”.
12   Sec. 2.  EMERGENCY RULES.  The electrical examining board
13within the division of state fire marshal of the department
14of public safety shall adopt emergency rules under section
1517A.4, subsection 3, and section 17A.5, subsection 2, paragraph
16“b”, to implement the provisions of this Act and the rules
17shall be effective immediately upon filing. Any rules adopted
18in accordance with this section shall also be published as a
19notice of intended action as provided in section 17A.4.
20   Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of immediate
21importance, takes effect upon enactment.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill requires the electrical examining board within
26the division of state fire marshal of the department of public
27safety to adopt the 2020 edition of the national electrical
28code.
   29The bill requires the electrical examining board within
30the division of state fire marshal of the department of
31public safety to adopt the 2020 edition of the national fire
32protection association’s national electrical code, with no
33amendments, as the requirements for electrical installations
34performed by persons licensed pursuant to Code chapter 103 and
35to installations subject to inspection pursuant to Code chapter
-1-1103. The bill does not prohibit the board from adopting a
2subsequent publication of the national electrical code. The
3bill requires the board to adopt emergency rules to implement
4this requirement. Additionally, the bill provides that the
5rules will be effective upon filing.
   6The bill takes effect upon enactment.
