3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 802.2B, unnumbered paragraph 1, Code
22021, is amended to read as follows:
   3An information or indictment for the following offenses
4committed on or with a person who is under the age of eighteen
5years shall be found within ten fifteen years after the person
6upon whom the offense is committed attains eighteen years
7of age, or if the person against whom the information or
8indictment is sought is identified through the use of a DNA
9profile, an information or indictment shall be found within
10three years from the date the person is identified by the
11person’s DNA profile, whichever is later:
12   Sec. 2.  Section 802.2C, Code 2021, is amended to read as
13follows:
   14802.2C  Kidnapping.
   15An information or indictment for kidnapping in the first,
16second, or third degree committed on or with a person who
17is under the age of eighteen years shall be found within
18ten fifteen years after the person upon whom the offense is
19committed attains eighteen years of age, or if the person
20against whom the information or indictment is sought is
21identified through the use of a DNA profile, an information or
22indictment shall be found within three years from the date the
23person is identified by the person’s DNA profile, whichever is
24later.
25   Sec. 3.  Section 802.2D, Code 2021, is amended to read as
26follows:
   27802.2D  Human trafficking.
   28An information or indictment for human trafficking in
29violation of section 710A.2, committed on or with a person
30who is under the age of eighteen years shall be found within
31ten fifteen years after the person upon whom the offense is
32committed attains eighteen years of age, or if the person
33against whom the information or indictment is sought is
34identified through the use of a DNA profile, an information or
35indictment shall be found within three years from the date the

2later.
3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
   6This bill extends the limitation of certain criminal actions
7committed on or with minors.
   8The bill provides that an information or indictment for the
9following criminal offenses committed on or with a person who
10is under the age of 18 years shall be found within 15 years
11after the person upon whom the offense is committed attains
1218 years of age: lascivious acts with a child; assault with
13intent to commit sexual abuse; indecent contact with a child;
14lascivious conduct with a minor; sexual misconduct with a
15juvenile; child endangerment; sexual exploitation of a minor;
16kidnapping in the first, second, or third degree; and human
17trafficking. If the person against whom the information or
18indictment is sought is identified through the use of a DNA
19profile, an information or indictment shall be found within
20three years from the date the person is identified by the
21person’s DNA profile, or 15 years after the person upon whom
22the offense is committed attains 18 years of age.
   23Current law provides that an information or indictment for
24the listed criminal offenses in the bill committed on or with a
25person who is under the age of 18 years shall be found within
2610 years after the person upon whom the offense is committed
27attains 18 years of age.
