House Study Bill 45 - IntroducedA Bill ForAn Act 1relating to county commissions of veteran affairs

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 35A.16, subsection 1, paragraph b, Code
22021, is amended to read as follows:
   3b.  There is appropriated from the general fund of the state
4to the department, for the fiscal year beginning July 1, 2009,
5and for each subsequent fiscal year, the sum of one million
 6three hundred thousand dollars to be credited to the county
7commissions of veteran affairs fund.
8   Sec. 2.  Section 35A.16, subsection 3, paragraph a, Code
92021, is amended to read as follows:
   10a.  (1)  If sufficient moneys are available, the department
11shall annually allocate ten thousand dollars to each county
12commission of veteran affairs, or to each county sharing the
13services of an executive director or administrator pursuant
14to chapter 28E, to be used to provide services to veterans
15pursuant to section 35B.6.
   16(2)  If sufficient moneys are available, the department
17shall annually allocate three thousand dollars to each county
18commission of veteran affairs, or to each county sharing the
19services of an executive director or administrator pursuant
20to chapter 28E, to be used for national training and related
21expenses of county veteran service officers and appropriate
22staff.
   23(3)  Each county receiving an allocation pursuant to
24this paragraph
shall annually report on expenditure of the
25allocation in a form agreed to by the department and county
26representatives.
27EXPLANATION
28The inclusion of this explanation does not constitute agreement with
29the explanation’s substance by the members of the general assembly.
   30This bill concerns appropriations to and allocations from
31the county commission of veteran affairs fund created in Code
32section 35A.16.
   33The bill increases the annual appropriation to the fund from
34the general fund from $1 million to $1.3 million each fiscal
35year. The bill also allocates $3,000 from the fund to each

2and related expenses of county veteran service officers and
3appropriate staff.
