3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  TERMINATION OF MEDICAID MANAGED CARE CONTRACTS
2— ALTERNATIVES FOR HEALTH CARE DELIVERY AND PAYMENT REFORM.
   31.  The department of human services shall, upon the
4effective date of this Act, terminate the contracts executed
5with managed care organizations to administer the Iowa
6high quality health care initiative, in accordance with the
7termination provisions of the contract.
   82.  The department shall continue to pursue other
9initiatives to realign the health care delivery system and
10provide holistic, integrated, patient-centered care while
11moving toward a value-based model of payment reform, including
12but not limited to the healthiest state initiative, the Iowa
13health and wellness plan created pursuant to chapter 249N, the
14state innovation models initiative utilizing accountable care
15organizations, and integrated health homes.
16   Sec. 2.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
17immediate importance, takes effect upon enactment.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill directs the department of human services
22to terminate the contracts executed with managed care
23organizations to administer the Iowa high quality health care
24initiative, in accordance with the termination provisions of
25the contract upon the effective date of the Act.
   26The bill directs the department to continue to pursue
27initiatives to realign the health care delivery system and
28provide holistic, integrated, patient-centered care while
29moving toward a value-based model of payment, including but not
30limited to the healthiest state initiative, the Iowa health
31and wellness plan created pursuant to Code chapter 249N, the
32state innovation models initiative utilizing accountable care
33organizations, and integrated health homes.
   34The bill takes effect upon enactment.
