4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 279.50, subsection 2, Code 2021, is
2amended to read as follows:
32. Each school board shall provide age-appropriate and
4research-based instruction in human growth and development
5including instruction regarding human sexuality,; self-esteem,;
6 stress management,; interpersonal relationships,; dating
7violence; affirmative, conscious, and voluntary consent
8to engage in sexual activity; domestic abuse,; HPV and the
9availability of a vaccine to prevent HPV,; and acquired immune
10deficiency syndrome, as required in section 256.11, in grades
11one through twelve.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
15This bill provides that the age-appropriate and
16research-based instruction in human growth and development,
17which each school board must provide, must include instruction
18regarding dating violence and affirmative, conscious, and
19voluntary consent to engage in sexual activity.
