House Study Bill 9 - IntroducedA Bill ForAn Act 1proposing an amendment to the Constitution

   4BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
  5Right to keep and bear arms.   Sec.1A.  The right of the
6people to keep and bear arms shall not be infringed. The
7sovereign state of Iowa affirms and recognizes this right to be
8a fundamental individual right. Any and all restrictions of
9this right shall be subject to strict scrutiny.
10   Sec. 2.SUBMISSION TO ELECTORATE.   The foregoing proposed
11amendment, having been adopted and agreed to by the 88th
12General Assembly, 2019 Session, thereafter duly published, and
13now adopted and agreed to by the 89th General Assembly in this
14joint resolution, shall be submitted to the people of the state
15of Iowa at the general election in November of the year 2022 in
16the manner required by the Constitution of the State of Iowa
17and the laws of the state of Iowa.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This joint resolution proposes an amendment to the
22Constitution of the State of Iowa, for adoption by the second
23consecutive general assembly, providing that the right of the
24people to keep and bear arms shall not be infringed. The
25sovereign state of Iowa affirms and recognizes this right to be
26a fundamental right. Any and all restrictions of this right
27shall be subject to strict scrutiny.
   28The joint resolution, if adopted, would be submitted to the
29electorate for ratification at the general election in November
302022.
