Senate Study Bill 1013 - IntroducedA Bill ForAn Act 1relating to the definition of sex act or sexual activity
2for purposes of the Iowa criminal code.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 702.17, subsections 2 and 3, Code 2021,
2are amended to read as follows:
32. Contact between the mouth and genitalia or mouth and
4anus or by contact between the genitalia of one person and the
5genitalia or anus of another person.
63. Contact between the finger or hand finger, hand, or other
7body part of one person and the genitalia or anus of another
8person, except in the course of examination or treatment by a
9person licensed pursuant to chapter 148, 148C, 151, or 152.
10 Sec. 2. Section 702.17, Code 2021, is amended by adding the
11following new subsection:
12 NEW SUBSECTION. 6. The touching of a person’s own genitals
13or anus with a finger, hand, artificial sexual organ or other
14similar device at the direction of another person.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
18This bill relates to the definition of “sex act” or “sexual
19activity”.
20The bill amends the definition of “sex act” or “sexual
21activity” for purposes of the Iowa criminal code to include
22contact between the mouth and anus of two or more persons,
23contact between the finger, hand, or other body part of one
24person and the genitalia or anus of another person except in
25the course of examination or treatment by certain licensed
26professionals, and the touching of a person’s own genitals or
27anus with a finger, hand, artificial sexual organ or other
28similar device at the direction of another person.
