3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, subsection 16, Code 2021, is
2amended to read as follows:
   316.  a.  Upon payment of the fee established by rules adopted
4pursuant to section 483A.1 for a lifetime fishing license or
5lifetime hunting and fishing combined license, the department
6shall issue a lifetime fishing license or lifetime hunting and
7fishing combined license to a resident of Iowa who has served
8in the armed forces of the United States on federal active
9duty and who was disabled or was a prisoner of war during that
10veteran’s military service. The department shall prepare
11an application to be used by a person requesting a lifetime
12fishing license or lifetime hunting and fishing combined
13license under this subsection. The department of veterans
14affairs shall assist the department in verifying the status or
15claims of applicants under this subsection. As used in this
16subsection, “disabled” means entitled to a service connected
17rating under 38 U.S.C. ch.11.
   18b.  A resident eligible to obtain a lifetime fishing license
19or lifetime hunting and fishing combined license under this
20subsection may hunt without acquiring a hunting license or
21fish without acquiring a fishing license if the resident was
22disabled during that veteran’s military service and such
23disability is rated at one hundred percent, as verified by
24the department of veterans affairs. While hunting or fishing
25pursuant to this paragraph, the resident shall, upon request of
26an officer of the department, display proof of the veteran’s
27age, residency, veteran status, and disability status.

29The inclusion of this explanation does not constitute agreement with

   31This bill relates to hunting and fishing privileges for
32certain disabled veterans. Under current law, a resident who
33served in the armed forces of the United States on federal
34active duty and who was disabled during that veteran’s military
35service is eligible to obtain a lifetime fishing license or

   2Under the bill, a resident who is a disabled veteran may hunt
3without acquiring a hunting license or fish without acquiring
4a fishing license if the veteran’s disability is rated at 100
5percent. A resident hunting in such manner shall, upon request
6of an officer of the department of natural resources, display
7proof of the veteran’s age, residency, veteran status, and
8disability status.
