4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  455B.189  Perfluoroalkyl and
2polyfluoroalkyl substances — testing required.
   31.  For purposes of this section, “perfluoroalkyl substance”
4or “polyfluoroalkyl substance” means a class of fluorinated
5organic chemicals containing at least one fully fluorinated
6carbon atom.
   72.  A public water supply system that serves one or
8more of the twenty-five most populous cities in this state
9shall annually test the water supply for the presence of
10perfluoroalkyl substances and polyfluoroalkyl substances.
11The public water supply system shall submit a report to the
12commission no later than January 31 following each test.
   133.  For the purpose of determining the population of a city
14under this section, the most recent federal decennial census
15shall be used.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill requires public water supply systems that
20serve one or more of the 25 most populous cities in this
21state to annually test the water supply for the presence of
22perfluoroalkyl and polyfluoroalkyl substances. The bill
23defines “perfluoroalkyl substance” and “polyfluoroalkyl
24substance”. The bill requires a public water supply system
25that conducts testing pursuant to the bill to submit a report
26to the environmental protection commission no later than
27January 31 following each test. For purposes of determining
28the population of a city under the bill, the most recent
29federal decennial census shall be used.
