3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  256.18B  Volunteer service
2requirement for high school students — policy.
   31.  Commencing with the school year beginning July 1, 2020,
4the board of directors of each local public school district
5and the authorities in charge of each nonpublic school shall
6require, as a condition of graduation, that all students in
7grades nine through twelve complete a minimum of thirty-five
8hours of volunteer service per school year. Volunteer service
9performed at school functions or community activities or for
10nonprofit organizations shall be eligible for this requirement.
11Such volunteer service may include service that is performed
12for nonprofit organizations of a political or religious nature.
   132.  The board of directors of a school district and the
14authorities in charge of an accredited nonpublic school
15shall establish a policy for reporting and verifying hours of
16volunteer service as required by this section. The policy may
17provide for recognition of outstanding volunteer service by
18students.
   193.  Credit for hours of volunteer service may be transferred
20between school years and between school districts, accredited
21nonpublic schools, or both within a school year.
22   Sec. 2.  APPLICABILITY.  This Act does not apply to academic
23years completed prior to the effective date of this Act.
24EXPLANATION
25The inclusion of this explanation does not constitute agreement with
26the explanation’s substance by the members of the general assembly.
   27This bill requires as a condition of graduation that
28students in grades 9 through 12 in school districts and
29accredited nonpublic schools complete a minimum of 35 hours of
30volunteer service per school year commencing with the school
31year beginning July 1, 2020. Volunteer service performed at
32school functions or community activities or for nonprofit
33organizations shall be eligible for this requirement. Such
34volunteer service may include service that is performed for
35nonprofit organizations of a political or religious nature.

   1The bill requires school boards and authorities in charge
