Senate Study Bill 3143 - IntroducedA Bill ForAn Act 1relating to the corn state special registration plates.
2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.34, Code 2020, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  11D.  The corn state plates.
   4a.  Upon application and payment of the proper fees, the
5director may issue the corn state plates to the owner of a
6motor vehicle subject to registration under section 321.109,
7subsection 1, autocycle, motor truck, motor home, multipurpose
8vehicle, motorcycle, trailer, or travel trailer.
   9b.  The corn state plates shall be designed by the
10department. The corn state plates shall have a white
11background and shall include the phrase “The Corn State” along
12the top of the plate. The plate’s letters and numbers shall be
13black, and an image of an ear of corn shall appear behind the
14plate’s letters and numbers.
   15c.  The special the corn state fee for letter-number
16designated the corn state plates is thirty-five dollars. An
17applicant may obtain personalized the corn state plates upon
18payment of the fee for personalized plates as provided in
19subsection 5, which is in addition to the special fee. The
20fees collected by the director under this subsection shall be
21paid monthly to the treasurer of state and deposited in the
22road use tax fund.
   23d.  Upon receipt of the special registration plates, the
24applicant shall surrender the current registration plates to
25the county treasurer. The county treasurer shall validate
26the special registration plates in the same manner as regular
27registration plates are validated under this section. The
28annual special the corn state fee for letter-number designated
29the corn state plates is ten dollars which shall be paid in
30addition to the regular annual registration fee. The annual
31fee for personalized the corn state plates is five dollars
32which shall be paid in addition to the annual special the corn
33state fee and the regular annual registration fee. The annual
34special the corn state fee shall be credited as provided under
35paragraph “c”.

1   Sec. 2.  Section 321.166, subsection 9, Code 2020, is amended
2to read as follows:
   39.  Special registration plates issued pursuant to section
4321.34, other than gold star, medal of honor, collegiate,
5fire fighter, natural resources, and blackout, and the corn
6state
registration plates, shall be consistent with the design
7and color of regular registration plates but shall provide a
8space on a portion of the plate for the purpose of allowing
9the placement of a distinguishing processed emblem or an
10organization decal. Special registration plates shall also
11comply with the requirements for regular registration plates
12as provided in this section to the extent the requirements are
13consistent with the section authorizing a particular special
14vehicle registration plate.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill authorizes the department of transportation (DOT)
19to issue the corn state special registration plates. The bill
20requires the corn state plate to be designed with a white
21background, the phrase “The Corn State” along the top, the
22plate’s letters and numbers in black, and an image of an ear of
23corn behind the plate’s letters and numbers.
   24The bill provides that a special the corn state fee for
25letter-number designated the corn state plates is $35 and that
26an applicant may obtain personalized the corn state plates upon
27the payment of the $25 fee for personalized plates set forth
28under current law, which is in addition to the special the corn
29state fee. The bill requires the fees collected by the DOT for
30the corn state plates to be paid monthly to the treasurer of
31state and deposited in the road use tax fund.
   32Upon receipt of the special registration plates, the
33applicant must surrender the current registration plates to

8special the corn state fee.
