House Study Bill 654 - IntroducedA Bill ForAn Act 1relating to health insurance by certain peace officers
2of the department of public safety.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  80.7  Peace officers — health
2insurance.
   31.  Notwithstanding any provision to the contrary, peace
4officers employed within the department that are not covered
5under a collective bargaining agreement shall have the option
6to participate in the group health insurance plan that is
7negotiated under chapter 20 between the state and the state
8police officers council labor union for peace officers.
   92.  The department shall calculate the savings to the
10department for peace officers exercising the option to
11participate in the group health insurance plan pursuant to
12subsection 1. The department shall transfer to the special
13investigations fund created in section 80.48 from moneys
14appropriated to the department an amount equal to the savings
15calculated by the department.
16   Sec. 2.  NEW SECTION.  80.48  Special investigations fund.
   171.  A special investigations fund is established in the state
18treasury under the control of the department. The fund shall
19consist of moneys transferred to the fund pursuant to section
2080.7.
   212.  Moneys in the fund are appropriated to the department for
22purposes of paying for departmental personnel to investigate
23unsolved homicides and sexual assaults.
   243.  Notwithstanding section 8.33, moneys in the fund
25that remain unencumbered or unobligated at the close of a
26fiscal year shall not revert but shall remain available for
27expenditure for the purposes designated. Notwithstanding
28section 12C.7, subsection 2, interest or earnings on moneys in
29the fund shall be credited to the fund.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
   33This bill allows peace officers employed within the
34department of public safety that are not covered under
35a collective bargaining agreement to have the option to

2negotiated between the state and the state police officers
3council labor union for peace officers. The bill provides that
4the department shall calculate the savings to the department
5for peace officers exercising the option provided by the bill
6and directs the department to transfer moneys to a new special
7investigations fund created by the bill in an amount equal to
8the savings. The bill creates a new special investigations
9fund and provides that moneys in the fund are appropriated
10to the department for purposes of paying for departmental
11personnel to investigate unsolved homicides and sexual
12assaults.
