House Study Bill 636 - IntroducedA Bill ForAn Act 1relating to the review and permitting of sewer
2extensions and water supply distribution system extensions.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 455B.183, subsection 2, unnumbered
2paragraph 1, Code 2020, is amended to read as follows:
   3Upon adoption of standards by the commission pursuant
4to section 455B.173, subsections 5 through 8, plans and
5specifications for sewer extensions and water supply
6distribution system extensions covered by this section shall
7be submitted to the city or county public works department
8for approval if the local public works department employs or
9retains
a qualified, licensed engineer who reviews the plans
10and specifications using the specific state standards known as
11the Iowa standards for sewer systems and the Iowa standards for
12water supply distribution systems that have been formulated
13and adopted by the department commission pursuant to section
14455B.173, subsections 5 through 8. The local agency shall
15issue a written permit to construct if all of the following
16apply:

   20This bill relates to the review and permitting of sewer
21extensions and water supply distribution system extensions.
   22Under current law, plans and specifications for sewer
23extensions and water supply distribution system extensions
24are subject to approval and permitting by a city or county
25public works department if the local public works department
26employs a qualified, licensed engineer who reviews the plans
27and specifications using specified standards adopted by the
28environmental protection commission. Plans and specifications
29that are not subject to approval and permitting by a local
30public works department are subject to permitting by the
31director of the department of natural resources.
   32Under the bill, plans and specifications for sewer
33extensions and water supply distribution system extensions are
34subject to approval and permitting by a local public works
35department if the local public works department employs or
