5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1DIVISION I
2HEALTH AND HUMAN SERVICES
3   Section 1.  DEPARTMENT OF HUMAN SERVICES.  There is
4appropriated from the general fund of the state to the
5department of human services for the fiscal year beginning July
61, 2019, and ending June 30, 2020, the following amount, or
7so much thereof as is necessary, to be used for the purposes
8designated:
   9To supplement the appropriation made for the state resource
10center at Glenwood for salaries, support, maintenance, and
11miscellaneous purposes in 2019 Iowa Acts, chapter 85, section
1225, subsection 1, paragraph “a”:

   14Notwithstanding section 8.33, moneys appropriated in this
15division that remain unencumbered or unobligated at the close
16of the fiscal year shall not revert but shall remain available
17for expenditure for the purposes designated until the close of
18the succeeding fiscal year.
19   Sec. 2.  EFFECTIVE DATE.  This division of this Act, being
20deemed of immediate importance, takes effect upon enactment.
21DIVISION II
22FLOOD RECOVERY
23   Sec. 3.  DEPARTMENT OF HOMELAND SECURITY AND EMERGENCY
24MANAGEMENT.
  There is appropriated from the general fund of
25the state to the department of homeland security and emergency
26management for the fiscal year beginning July 1, 2019, and
27ending June 30, 2020, the following amount, or so much thereof
28as is necessary, to be credited to the flood recovery fund
29created in section 418.16 and used for the purposes designated
30in section 418.16:

32   Sec. 4.  EFFECTIVE DATE.  This division of this Act, being
33deemed of immediate importance, takes effect upon enactment.
34EXPLANATION
35The inclusion of this explanation does not constitute agreement with
-1-1the explanation’s substance by the members of the general assembly.
   2This bill makes and supplements appropriations from
3the general fund of the state for FY 2019-2020. The bill
4appropriates moneys to the department of human services for
5the state resource center at Glenwood. The bill appropriates
6moneys to the department of homeland security and emergency
7management to be credited to the flood recovery fund.
   8The divisions of the bill take effect upon enactment.
