3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DEPARTMENT ON AGING — RETURN TO COMMUNITY PILOT
2PROJECT INITIATIVE.
There is appropriated from the lottery
3fund created in section 99G.40 to the department on aging for
4the fiscal year beginning July 1, 2020, and ending June 30,
52021, the following amount, or so much thereof as is necessary,
6to be used for the purpose designated:
7For expanding the return to community pilot project
8initiative, including salaries, support, maintenance,
9miscellaneous purposes:

11Funds appropriated in this section shall be used by the
12department on aging, in collaboration with the department of
13human services and affected stakeholders, to expand the pilot
14initiative. The initiative provides long-term care options
15counseling utilizing support planning protocols to assist
16non-Medicaid eligible consumers who indicate a preference
17to return to the community and are deemed appropriate for
18discharge to return to their community following a nursing
19facility stay. The department on aging shall submit a report
20regarding the outcomes of the pilot initiative to the governor
21and the general assembly by December 15, 2020.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill appropriates $1 million from the lottery fund to
26the department of aging for purposes of a return to community
27pilot project initiative. The bill provides that the moneys
28appropriated shall be used by the department on aging, in
29collaboration with the department of human services and
30affected stakeholders, to the pilot initiative. The department
31on aging shall submit a report regarding the outcomes of the
32pilot initiative to the governor and the general assembly by
33December 15, 2020.
