House Study Bill 577 - IntroducedA Bill ForAn Act 1proposing an amendment to the Constitution
2of the State of Iowa that nothing in the Constitution of the
3State of Iowa shall be construed to recognize, grant, or
4secure a right to abortion or to require the public funding
5of abortion.
   6BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
   5Sec. 26.  No right to abortion or required public funding
6of abortion.
  To defend the dignity of all human life, and to
7protect mothers and unborn children from efforts to expand
8abortion even to the day of birth, we the people of the State of
9Iowa declare that this Constitution shall not be construed to
10recognize, grant, or secure a right to abortion or to require
11the public funding of abortion.
12   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing amendment
13to the Constitution of the State of Iowa is referred to the
14general assembly to be chosen at the next general election for
15members of the general assembly, and shall be published as
16provided by law for three consecutive months previous to the
17date of that election.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This joint resolution proposes an amendment to the
22Constitution of the State of Iowa specifying that to “defend
23the dignity of all human life, and to protect mothers and
24unborn children from efforts to expand abortion even to the day
25of birth, we the people of the State of Iowa declare that this
26Constitution shall not be construed to recognize, grant, or
27secure a right to abortion or to require the public funding of
28abortion”.
   29The joint resolution, if adopted, would be published and
30then referred to the next general assembly (89th) for adoption,
31before being submitted to the electorate for ratification.
