3Constitution of the State of Iowa shall not be construed
4to recognize, grant, or secure a right to abortion or to
5require the public funding of abortion.
   6BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
   5Sec.26.  Protection of life.  To defend the dignity of all
6human life, and to protect mothers and unborn children from
7efforts to expand abortion even to the day of birth, we the
8people of the State of Iowa declare that this Constitution
9shall not be construed to recognize, grant, or secure a right
10to abortion or to require the public funding of abortion.
11   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing amendment
12to the Constitution of the State of Iowa is referred to the
13general assembly to be chosen at the next general election for
14members of the general assembly, and shall be published as
15provided by law for three consecutive months previous to the
16date of that election.
17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20This joint resolution proposes an amendment to the
21Constitution of the State of Iowa specifying that to defend the
22dignity of all human life, and to protect mothers and unborn
23children from efforts to expand abortion even to the day of
24birth, we the people of the State of Iowa declare that this
25Constitution shall not be construed to recognize, grant, or
26secure a right to abortion or to require the public funding of
27abortion.
   28The joint resolution, if adopted, would be referred to the
29next general assembly for adoption a second time before being
30submitted to the electorate for ratification.
