3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  70A.21  Political subdivisions —
2salary reports.
   3Each political subdivision of this state shall, by
4November 1 of each year, prepare and make available to the
5public a salary report on certain personnel of the political
6subdivision. The report shall contain the name, gender, county
7or city of residence when possible, official title, salary
8received during the previous fiscal year, base salary as
9computed on July 1 of the current fiscal year, and traveling
10and subsistence expenses of personnel who receive an annual
11salary of not less than an amount equal to the statewide
12average weekly wage, as defined in section 96.19, for the
13applicable fiscal year multiplied by fifty-two.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill requires each political subdivision of the state
18to prepare and make available to the public by November 1
19of each year a salary report on certain personnel of that
20political subdivision. The bill requires the report to contain
21the name, gender, county or city of residence when possible,
22official title, salary received during the previous fiscal
23year, base salary, and traveling and subsistence expenses of
24personnel of the applicable political subdivision who receive
25an annual salary of not less than an amount equal to the
26statewide average weekly wage, as defined in Code section
2796.19, multiplied by 52.
