4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  481A.41  Tree stands for hunting
2deer on public land — identification — prohibition.
   31.  A person shall not place a tree stand for hunting deer
4on public land unless the stand is affixed with and exhibits a
5metal plate that plainly shows the hunting license number of
6the owner of the stand. The metal plate shall be affixed on
7the front of the foot platform of the stand on the third step
8up from the ground. A person who fails to properly identify
9a tree stand placed on public land belonging to the person is
10subject to a scheduled fine under section 805.8B, subsection
113, paragraph “b”.
   122.  An owner of a tree stand placed on public land may
13prohibit any other person from using the tree stand. A
14person who uses a tree stand without the owner’s permission is
15subject to a scheduled fine under section 805.8B, subsection
163, paragraph “e”.
   173.  The natural resource commission shall adopt rules
18pursuant to chapter 17A to implement this section.
19   Sec. 2.  Section 805.8B, subsection 3, paragraphs b and e,
20Code 2020, are amended to read as follows:
   21b.  For violations of section 481A.41, subsection 1, sections
22481A.54, 481A.69, 481A.71, 481A.72, 482.6, 483A.3, 483A.6,
23483A.8A, 483A.19, 483A.27, and 483A.27A, the scheduled fine is
24twenty dollars.
   25e.  For violations of section 481A.41, subsection 2, sections
26481A.57, 481A.85, 481A.93, 481A.95, 481A.120, 481A.137, 481B.5,
27482.3, 482.9, 482.15, and 483A.42, the scheduled fine is one
28hundred dollars.
29EXPLANATION
30The inclusion of this explanation does not constitute agreement with

   32This bill relates to the identification and use of tree
33stands for hunting deer placed on public land.
   34The bill requires that a stand placed on public land for
35hunting deer be affixed with and exhibit a metal plate that
-1-1plainly shows the hunting license number of the owner of the
2stand. The metal plate must be affixed on the front of the foot
3platform of the stand on the third step up from the ground. An
4owner who does not properly identify a tree stand placed on
5public land belonging to the owner is subject to a scheduled
6fine of $20.
   7The bill allows an owner of a tree stand placed on public
8land to prohibit any other person from using the tree stand. A
9person who uses a tree stand without the owner’s permission is
10subject to a scheduled fine of $100.
   11The natural resource commission shall adopt rules to
12implement the provisions of the bill.
