Section 68B.3, Code 2019, is amended by adding the following new subsection: NEW SUBSECTION. 3A. This section does not apply to a contract for professional services that is exempt from competitive bidding requirements in the Code or in administrative rules adopted pursuant to the Code.Approved May 1, 2019
