Senate Study Bill 1250 - IntroducedA Bill ForAn Act 1making appropriations to the department of cultural

7BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DEPARTMENT OF CULTURAL AFFAIRS.
21. There is appropriated from the general fund of the state
3to the department of cultural affairs for the fiscal year
4beginning July 1, 2019, and ending June 30, 2020, the following
5amounts, or so much thereof as is necessary, to be used for the
6purposes designated:
7a. ADMINISTRATION
8For salaries, support, maintenance, and miscellaneous
9purposes, and for not more than the following full-time
10equivalent positions for the department:

13The department of cultural affairs shall coordinate
14activities with the tourism office of the economic development
15authority to promote attendance at the state historical
16building and at this state’s historic sites.

19appropriated under this paragraph and paragraphs “c” through
20“g”.
21b. COMMUNITY CULTURAL GRANTS

142. Notwithstanding section 8.33, moneys appropriated in

19 Sec. 2. GOALS AND ACCOUNTABILITY — ECONOMIC DEVELOPMENT.
201. For the fiscal year beginning July 1, 2019, the goals
21for the economic development authority shall be to expand and
22stimulate the state economy, increase the wealth of Iowans, and
23increase the population of the state.
242. To achieve the goals in subsection 1, the economic
25development authority shall do all of the following for the
26fiscal year beginning July 1, 2019:
27a. Concentrate its efforts on programs and activities that
28result in commercially viable products and services.
29b. Adopt practices and services consistent with free
30market, private sector philosophies.
31c. Ensure economic growth and development throughout the
32state.
33d. Work with businesses and communities to continually
34improve the economic development climate along with the
35economic well-being and quality of life for Iowans.
-2- 1e. Coordinate with other state agencies to ensure that they
2are attentive to the needs of an entrepreneurial culture.
3f. Establish a strong and aggressive marketing image to
4showcase Iowa’s workforce, existing industry, and potential.
5A priority shall be placed on recruiting new businesses,
6business expansion, and retaining existing Iowa businesses.
7Emphasis shall be placed on entrepreneurial development through
8helping entrepreneurs secure capital, and developing networks
9and a business climate conducive to entrepreneurs and small
10businesses.
11g. Encourage the development of communities and quality of
12life to foster economic growth.
13h. Prepare communities for future growth and development
14through development, expansion, and modernization of
15infrastructure.
16i. Develop public-private partnerships with Iowa businesses
17in the tourism industry, Iowa tour groups, Iowa tourism
18organizations, and political subdivisions in this state to
19assist in the development of advertising efforts.
20j. Develop, to the fullest extent possible, cooperative
21efforts for advertising with contributions from other sources.
22 Sec. 3. ECONOMIC DEVELOPMENT AUTHORITY.
231. APPROPRIATION
24a. There is appropriated from the general fund of the state
25to the economic development authority for the fiscal year
26beginning July 1, 2019, and ending June 30, 2020, the following
27amount, or so much thereof as is necessary, to be used for the
28purposes designated in this subsection, and for not more than
29the following full-time equivalent positions:

32b. (1) For salaries, support, miscellaneous purposes,
33programs, marketing, and the maintenance of an administration
34division, a business development division, a community
35development division, a small business development division,
-3-1and other divisions the authority may organize.
2(2) The full-time equivalent positions authorized under
3this section are funded, in whole or in part, by the moneys
4appropriated under this subsection or by other moneys received
5by the authority, including certain federal moneys.
6(3) For business development operations and programs,
7international trade, export assistance, workforce recruitment,
8and the partner state program.
9(4) For transfer to a fund created pursuant to section
1015.313 for purposes of financing strategic infrastructure
11projects.
12(5) For community economic development programs, tourism
13operations, community assistance, plans for Iowa green corps
14and summer youth programs, the mainstreet and rural mainstreet
15programs, the school-to-career program, the community
16development block grant, and housing and shelter-related
17programs.
18(6) For achieving the goals and accountability, and
19fulfilling the requirements and duties required under this Act.
20c. Notwithstanding section 8.33, moneys appropriated in
21this subsection that remain unencumbered or unobligated at the
22close of the fiscal year shall not revert but shall remain
23available for expenditure for the purposes designated in this
24subsection until the close of the succeeding fiscal year.
252. FINANCIAL ASSISTANCE RESTRICTIONS
26a. A business creating jobs through moneys appropriated in
27subsection 1 shall be subject to contract provisions requiring
28new and retained jobs to be filled by individuals who are
29citizens of the United States who reside within the United
30States or any person authorized to work in the United States
31pursuant to federal law, including legal resident aliens in the
32United States.
33b. Any vendor who receives moneys appropriated in
34subsection 1 shall adhere to such contract provisions and
35provide periodic assurances as the state shall require that the
-4-1jobs are filled solely by citizens of the United States who
2reside within the United States or any person authorized to
3work in the United States pursuant to federal law, including
4legal resident aliens in the United States.
5c. A business that receives financial assistance from
6the authority from moneys appropriated in subsection 1 shall
7only employ individuals legally authorized to work in this
8state. In addition to all other applicable penalties provided
9by current law, all or a portion of the assistance received
10by a business which is found to knowingly employ individuals
11not legally authorized to work in this state is subject to
12recapture by the authority.
133. USES OF APPROPRIATIONS
14a. From the moneys appropriated in subsection 1, the
15authority may provide financial assistance in the form of a
16grant to a community economic development entity for conducting
17a local workforce recruitment effort designed to recruit former
18citizens of the state and former students at colleges and
19universities in the state to meet the needs of local employers.
20b. From the moneys appropriated in subsection 1, the
21authority may provide financial assistance to early stage
22industry companies being established by women entrepreneurs.
23c. From the moneys appropriated in subsection 1, the
24authority may provide financial assistance in the form of
25grants, loans, or forgivable loans for advanced research and
26commercialization projects involving value-added agriculture,
27advanced technology, or biotechnology.
28d. The authority shall not use any moneys appropriated in
29subsection 1 for purposes of providing financial assistance for
30the Iowa green streets pilot project or for any other program
31or project that involves the installation of geothermal systems
32for melting snow and ice from streets or sidewalks.
334.WORLD FOOD PRIZE
34There is appropriated from the general fund of the state
35to the economic development authority for the fiscal year
-5-1beginning July 1, 2019, and ending June 30, 2020, the following
2amount for the world food prize and in lieu of the standing
3appropriation in section 15.368:

55.IOWA COMMISSION ON VOLUNTEER SERVICE
6There is appropriated from the general fund of the state
7to the economic development authority for the fiscal year
8beginning July 1, 2019, and ending June 30, 2020, the following
9amount for allocation to the Iowa commission on volunteer
10service for purposes of the Iowa state commission grant
11program, the Iowa’s promise and Iowa mentoring partnership
12programs, and for not more than the following full-time
13equivalent positions:

16Of the moneys appropriated in this subsection, the
17authority shall allocate $75,000 for purposes of the Iowa state
18commission grant program and $93,201 for purposes of the Iowa’s
19promise and Iowa mentoring partnership programs.

21subsection that remain unencumbered or unobligated at the close
22of the fiscal year shall not revert but shall remain available
23for expenditure for the purposes designated until the close of
24the succeeding fiscal year.
256. COUNCILS OF GOVERNMENTS — ASSISTANCE
26There is appropriated from the general fund of the state
27to the economic development authority for the fiscal year
28beginning July 1, 2019, and ending June 30, 2020, the following
29amount to be used for the purposes of providing financial
30assistance to Iowa’s councils of governments:

327. REGISTERED APPRENTICESHIP PROGRAM
33There is appropriated from the general fund of the
34state to the economic development authority for the fiscal
35year beginning July 1, 2019, and ending June 30, 2020, the

2apprenticeship development program designed to encourage
3small to midsize businesses to start or grow registered
4apprenticeships:

68. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS
7INTERNSHIPS
8a. There is appropriated from the Iowa skilled worker and
9job creation fund created in section 8.75 to the Iowa economic
10development authority for the fiscal year beginning July 1,
112019, and ending June 30, 2020, the following amount, or so
12much thereof as is necessary, for the purposes designated:
13For the funding of internships for students studying in the
14fields of science, technology, engineering, and mathematics
15with eligible Iowa employers as provided in section 15.411,
16subsection 3, paragraph “c”:

18b. No more than 3 percent of the moneys appropriated in this
19subsection may be used by the authority for costs associated
20with administration of the internship program.

269. FUTURE READY IOWA — VOLUNTEER MENTORING PROGRAM
27a. There is appropriated from the Iowa skilled worker and
28job creation fund created in section 8.75 to the economic
29development authority for the fiscal year beginning July 1,
302019, and ending June 30, 2020, the following amount, or so
31much thereof as is necessary, for the purpose designated:
32For allocation to the Iowa commission on volunteer services
33to be used for establishing a volunteer mentor program to
34support implementation of the future ready Iowa skilled
35workforce last-dollar scholarship program in section 261.131

2created in section 261.132:

910. EMPOWER RURAL IOWA — HOUSING NEEDS ASSESSMENT GRANT
10PROGRAM
11a. There is appropriated from the Iowa skilled worker and
12job creation fund created in section 8.75 to the economic
13development authority for the fiscal year beginning July 1,
142019, and ending June 30, 2020, the following amount, or so
15much thereof as is necessary, for the purpose designated:
16To be distributed by the executive committee of the
17governor’s empower rural Iowa initiative at the recommendation
18of the investing in rural Iowa task force for establishing
19a housing needs assessment grant program to provide small
20communities with hard data and housing-related information
21specific to the community being analyzed:

24this subsection which remain unencumbered or unobligated at

2811. EMPOWER RURAL IOWA — RURAL INNOVATION GRANTS
29a. There is appropriated from the Iowa skilled worker and
30job creation fund created in section 8.75 to the economic
31development authority for the fiscal year beginning July 1,
322019, and ending June 30, 2020, the following amount, or so
33much thereof as is necessary, for the purpose designated:
34To be distributed by the executive committee of the
35governor’s empower rural Iowa initiative at the recommendation
-8-1of each of the three empower rural Iowa task forces for
2supporting innovative rural projects:

4b. Notwithstanding section 8.33, moneys appropriated in
5this subsection which remain unencumbered or unobligated at

9 Sec. 4. LIMITATIONS OF STANDING APPROPRIATIONS — FY
102019-2020. Notwithstanding the standing appropriations
11in the following designated sections for the fiscal year
12beginning July 1, 2019, and ending June 30, 2020, the amounts
13appropriated from the general fund of the state pursuant to
14these sections for the following purposes shall not exceed the
15following amounts:
161. For operational support grants and community cultural
17grants under section 99F.11, subsection 3, paragraph “d”,
18subparagraph (1):

202. For the purposes of regional tourism marketing under
21section 99F.11, subsection 3, paragraph “d”, subparagraph (2):

23 Sec. 5. FINANCIAL ASSISTANCE REPORTING — ECONOMIC
24DEVELOPMENT AUTHORITY. The economic development authority and
25the department of revenue shall submit a joint annual report
26to the general assembly no later than November 1, 2019, that
27details the amount of every direct loan, forgivable loan,
28tax credit, tax exemption, tax refund, grant, or any other
29financial assistance awarded to a person during the prior
30fiscal year by the authority under an economic development
31program administered by the authority. The report shall
32identify the county where the project associated with each such
33award is located.
34 Sec. 6. INSURANCE ECONOMIC DEVELOPMENT. From the
35moneys collected by the insurance division in excess of the
-9-1anticipated gross revenues under section 505.7, subsection
23, during the fiscal year beginning July 1, 2019, $100,000
3shall be transferred to the economic development authority for
4insurance economic development and international insurance
5economic development.
6 Sec. 7. IOWA FINANCE AUTHORITY.
71. There is appropriated from the general fund of the state
8to the Iowa finance authority for the fiscal year beginning
9July 1, 2019, and ending June 30, 2020, the following amount,
10or so much thereof as is necessary, to be used to provide
11reimbursement for rent expenses to eligible persons under
12the home and community-based services rent subsidy program
13established in section 16.55:

152. Of the moneys appropriated in this section, not more than
16$35,000 may be used for administrative costs.
17 Sec. 8. IOWA FINANCE AUTHORITY AUDIT. The auditor of state
18is requested to review the audit of the Iowa finance authority
19performed by the auditor hired by the authority.
20 Sec. 9. PUBLIC EMPLOYMENT RELATIONS BOARD.
211. There is appropriated from the general fund of the state
22to the public employment relations board for the fiscal year
23beginning July 1, 2019, and ending June 30, 2020, the following
24amount, or so much thereof as is necessary, for the purposes
25designated:
26For salaries, support, maintenance, and miscellaneous
27purposes, and for not more than the following full-time
28equivalent positions:

312. Of the moneys appropriated in this section, the board
32shall allocate $15,000 for maintaining an internet site that
33allows searchable access to a database of collective bargaining

35 Sec. 10. DEPARTMENT OF WORKFORCE DEVELOPMENT. There

2department of workforce development for the fiscal year
3beginning July 1, 2019, and ending June 30, 2020, the following
4amounts, or so much thereof as is necessary, for the purposes
5designated:
61. DIVISION OF LABOR SERVICES
7a. For the division of labor services, including salaries,
8support, maintenance, and miscellaneous purposes, and for not
9more than the following full-time equivalent positions:

12b. From the contractor registration fees, the division of
13labor services shall reimburse the department of inspections
14and appeals for all costs associated with hearings under
15chapter 91C, relating to contractor registration.
162. DIVISION OF WORKERS’ COMPENSATION
17a. For the division of workers’ compensation, including
18salaries, support, maintenance, and miscellaneous purposes, and
19for not more than the following full-time equivalent positions:

22b. The division of workers’ compensation shall charge a
23$100 filing fee for workers’ compensation cases. The filing
24fee shall be paid by the petitioner of a claim. However, the
25fee can be taxed as a cost and paid by the losing party, except
26in cases where it would impose an undue hardship or be unjust
27under the circumstances. The moneys generated by the filing
28fee allowed under this subsection are appropriated to the
29department of workforce development to be used for purposes of
30administering the division of workers’ compensation.
313. WORKFORCE DEVELOPMENT OPERATIONS
32a. For the operation of field offices, the workforce
33development board, and for not more than the following
34full-time equivalent positions:

9reentry program to provide offenders with employment skills,

10year beginning July 1, 2019, and ending June 30, 2020, the
11following amount, or so much thereof as is necessary, to be
12used for the purposes designated:
13For enhancing efforts to investigate employers that
14misclassify workers and for not more than the following
15full-time equivalent positions:

18 Sec. 12. SPECIAL EMPLOYMENT SECURITY CONTINGENCY FUND.
191. There is appropriated from the special employment
20security contingency fund to the department of workforce

23as is necessary, to be used for field offices:

252. Any remaining additional penalty and interest revenue

30 Sec. 13. FUTURE READY IOWA — IOWA EMPLOYER INNOVATION FUND.
311. There is appropriated from the general fund of the state
32to the department of workforce development for the fiscal year
33beginning July 1, 2019, and ending June 30, 2020, the following
34amount, or so much thereof as is necessary, to be used for the
35purposes designated:

2funding of the Iowa employer innovation program which shall
3match eligible employer moneys to expand opportunities for
4education and training leading to high-demand jobs and to
5encourage Iowa employers, community leaders, and others to
6provide leadership and support for regional workforce talent
7pools throughout the state, and for future ready Iowa education
8and outreach:

102. Notwithstanding section 8.33, moneys appropriated in

15 Sec. 14. HOME BASE IOWA.
161. There is appropriated from the general fund of the state
17to the department of workforce development for the fiscal year
18beginning July 1, 2019, and ending June 30, 2020, the following
19amount, or so much thereof as is necessary, to be used for the
20purposes designated:
21To fund a position to assist with support of home base Iowa
22activities:

30 Sec. 15. UNEMPLOYMENT COMPENSATION RESERVE FUND —
31FIELD OFFICES. Notwithstanding section 96.9, subsection 8,
32paragraph “e”, there is appropriated from interest earned on
33the unemployment compensation reserve fund to the department
34of workforce development for the fiscal year beginning July 1,
352019, and ending June 30, 2020, the following amount, or so

4 Sec. 16. VIRTUAL ACCESS WORKFORCE DEVELOPMENT OFFICES. The
5department of workforce development shall require a unique
6identification login for all users of workforce development
7centers operated through electronic means.
8 Sec. 17. UNEMPLOYMENT COMPENSATION PROGRAM. Notwithstanding
9section 96.9, subsection 4, paragraph “a”, moneys credited to
10the state by the secretary of the treasury of the United
11States pursuant to section 903 of the Social Security
12Act are appropriated to the department of workforce
13development and shall be used by the department for the
14administration of the unemployment compensation program only.
15This appropriation shall not apply to any fiscal year
16beginning after December 31, 2019.
17 Sec. 18. IOWA SKILLED WORKER AND JOB CREATION FUND.
181. There is appropriated from the Iowa skilled worker and
19job creation fund created in section 8.75 to the following
20departments, agencies, and institutions for the fiscal year
21beginning July 1, 2019, and ending June 30, 2020, the following
22amounts, or so much thereof as is necessary, to be used for the
23purposes designated:
24a. ECONOMIC DEVELOPMENT AUTHORITY
25(1) For the purposes of providing assistance under the high
26quality jobs program as described in section 15.335B:

28(2) From the moneys appropriated in this lettered paragraph
29“a”, the economic development authority may use not more than
30$1,000,000 for purposes of providing infrastructure grants to
31mainstreet communities under the main street Iowa program.
32(3) As a condition of receiving moneys appropriated in
33this lettered paragraph “a”, an entity shall testify upon the
34request of the joint appropriations subcommittee on economic
35development regarding the expenditure of such moneys.
-15- 1b. STATE BOARD OF REGENTS AND REGENTS INSTITUTIONS
2(1) STATE BOARD OF REGENTS. For capacity building
3infrastructure in areas related to technology
4commercialization, marketing and business development
5efforts in areas related to technology commercialization,
6entrepreneurship, and business growth, and infrastructure
7projects and programs needed to assist in implementation of
8activities under chapter 262B:

10(a) Of the moneys appropriated pursuant to this
11subparagraph (1), 35 percent shall be allocated for Iowa state
12university of science and technology, 35 percent shall be
13allocated for the state university of Iowa, and 30 percent
14shall be allocated for the university of northern Iowa.
15(b) The institutions shall provide a one-to-one match
16of additional moneys for the activities funded with moneys
17appropriated under this subparagraph (1).
18(c) The state board of regents shall submit a report by
19January 15, 2020, to the governor, the general assembly, and
20the legislative services agency regarding the activities,
21projects, and programs funded with moneys appropriated under
22this subparagraph (1). The report shall be provided in an
23electronic format and shall include a list of metrics and
24criteria mutually agreed to in advance by the board of regents
25and the economic development authority. The metrics and
26criteria shall allow the governor’s office and the general
27assembly to quantify and evaluate the progress of the board of

28for nondirected research shall be $1 for each $1 of state
29funds. The match required of industrial foundations or trade

34total amount of private contributions, the proportion of

11science and technology, the state university of Iowa, and the
12university of northern Iowa.
13The bill appropriates moneys for the fiscal year 2019-2020
14from the Iowa skilled worker and job creation fund created in
15Code section 8.75 to the economic development authority, the
16department of workforce development, the college student aid
17commission, and the state board of regents and institutions
18under the control of the board.
19For the fiscal year 2019-2020, the bill limits standing
20appropriations established in the Code for the world food
21prize, certain operational support grants, community cultural
22grants, and regional tourism marketing.
23The bill transfers $100,000 of the moneys collected by the
24insurance division in excess of the anticipated gross revenues
25under Code section 505.7 to the economic development authority.

19 Sec. 2. GOALS AND ACCOUNTABILITY — ECONOMIC DEVELOPMENT.
201. For the fiscal year beginning July 1, 2019, the goals
21for the economic development authority shall be to expand and
22stimulate the state economy, increase the wealth of Iowans, and
23increase the population of the state.
242. To achieve the goals in subsection 1, the economic
25development authority shall do all of the following for the
26fiscal year beginning July 1, 2019:
27a. Concentrate its efforts on programs and activities that
28result in commercially viable products and services.
29b. Adopt practices and services consistent with free
30market, private sector philosophies.
31c. Ensure economic growth and development throughout the
32state.
33d. Work with businesses and communities to continually
34improve the economic development climate along with the
35economic well-being and quality of life for Iowans.
-2- 1e. Coordinate with other state agencies to ensure that they
2are attentive to the needs of an entrepreneurial culture.
3f. Establish a strong and aggressive marketing image to
4showcase Iowa’s workforce, existing industry, and potential.
5A priority shall be placed on recruiting new businesses,
6business expansion, and retaining existing Iowa businesses.
7Emphasis shall be placed on entrepreneurial development through
8helping entrepreneurs secure capital, and developing networks
9and a business climate conducive to entrepreneurs and small
10businesses.
11g. Encourage the development of communities and quality of
12life to foster economic growth.
13h. Prepare communities for future growth and development
14through development, expansion, and modernization of
15infrastructure.
16i. Develop public-private partnerships with Iowa businesses
17in the tourism industry, Iowa tour groups, Iowa tourism
18organizations, and political subdivisions in this state to
19assist in the development of advertising efforts.
20j. Develop, to the fullest extent possible, cooperative
21efforts for advertising with contributions from other sources.

19fulfilling the requirements and duties required under this Act.
20c. Notwithstanding section 8.33, moneys appropriated in
21this subsection that remain unencumbered or unobligated at the
22close of the fiscal year shall not revert but shall remain
23available for expenditure for the purposes designated in this
24subsection until the close of the succeeding fiscal year.
252. FINANCIAL ASSISTANCE RESTRICTIONS
26a. A business creating jobs through moneys appropriated in
27subsection 1 shall be subject to contract provisions requiring
28new and retained jobs to be filled by individuals who are
29citizens of the United States who reside within the United
30States or any person authorized to work in the United States
31pursuant to federal law, including legal resident aliens in the
32United States.
33b. Any vendor who receives moneys appropriated in
34subsection 1 shall adhere to such contract provisions and
35provide periodic assurances as the state shall require that the
-4-1jobs are filled solely by citizens of the United States who
2reside within the United States or any person authorized to
3work in the United States pursuant to federal law, including
4legal resident aliens in the United States.
5c. A business that receives financial assistance from
6the authority from moneys appropriated in subsection 1 shall
7only employ individuals legally authorized to work in this
8state. In addition to all other applicable penalties provided
9by current law, all or a portion of the assistance received
10by a business which is found to knowingly employ individuals
11not legally authorized to work in this state is subject to
12recapture by the authority.
133. USES OF APPROPRIATIONS
14a. From the moneys appropriated in subsection 1, the
15authority may provide financial assistance in the form of a
16grant to a community economic development entity for conducting
17a local workforce recruitment effort designed to recruit former
18citizens of the state and former students at colleges and
19universities in the state to meet the needs of local employers.
20b. From the moneys appropriated in subsection 1, the
21authority may provide financial assistance to early stage
22industry companies being established by women entrepreneurs.
23c. From the moneys appropriated in subsection 1, the
24authority may provide financial assistance in the form of
25grants, loans, or forgivable loans for advanced research and
26commercialization projects involving value-added agriculture,
27advanced technology, or biotechnology.
28d. The authority shall not use any moneys appropriated in
29subsection 1 for purposes of providing financial assistance for
30the Iowa green streets pilot project or for any other program
31or project that involves the installation of geothermal systems
32for melting snow and ice from streets or sidewalks.
334.WORLD FOOD PRIZE
34There is appropriated from the general fund of the state
35to the economic development authority for the fiscal year

28tax credit, tax exemption, tax refund, grant, or any other
29financial assistance awarded to a person during the prior
30fiscal year by the authority under an economic development
31program administered by the authority. The report shall
32identify the county where the project associated with each such
33award is located.
34 Sec. 6. INSURANCE ECONOMIC DEVELOPMENT. From the
35moneys collected by the insurance division in excess of the
-9-1anticipated gross revenues under section 505.7, subsection
23, during the fiscal year beginning July 1, 2019, $100,000
3shall be transferred to the economic development authority for
4insurance economic development and international insurance
5economic development.
6 Sec. 7. IOWA FINANCE AUTHORITY.

8to the Iowa finance authority for the fiscal year beginning

11reimbursement for rent expenses to eligible persons under
12the home and community-based services rent subsidy program

6identification login for all users of workforce development
7centers operated through electronic means.
8 Sec. 17. UNEMPLOYMENT COMPENSATION PROGRAM. Notwithstanding
9section 96.9, subsection 4, paragraph “a”, moneys credited to
10the state by the secretary of the treasury of the United
11States pursuant to section 903 of the Social Security
12Act are appropriated to the department of workforce
13development and shall be used by the department for the
14administration of the unemployment compensation program only.
15This appropriation shall not apply to any fiscal year
16beginning after December 31, 2019.
17 Sec. 18. IOWA SKILLED WORKER AND JOB CREATION FUND.
181. There is appropriated from the Iowa skilled worker and
19job creation fund created in section 8.75 to the following
20departments, agencies, and institutions for the fiscal year
21beginning July 1, 2019, and ending June 30, 2020, the following
22amounts, or so much thereof as is necessary, to be used for the
23purposes designated:
24a. ECONOMIC DEVELOPMENT AUTHORITY
25(1) For the purposes of providing assistance under the high
26quality jobs program as described in section 15.335B:

2(1) STATE BOARD OF REGENTS. For capacity building
3infrastructure in areas related to technology
4commercialization, marketing and business development
5efforts in areas related to technology commercialization,
6entrepreneurship, and business growth, and infrastructure
7projects and programs needed to assist in implementation of
8activities under chapter 262B:

10(a) Of the moneys appropriated pursuant to this
11subparagraph (1), 35 percent shall be allocated for Iowa state
12university of science and technology, 35 percent shall be

15(b) The institutions shall provide a one-to-one match
16of additional moneys for the activities funded with moneys
17appropriated under this subparagraph (1).
18(c) The state board of regents shall submit a report by
19January 15, 2020, to the governor, the general assembly, and
20the legislative services agency regarding the activities,
21projects, and programs funded with moneys appropriated under
22this subparagraph (1). The report shall be provided in an
23electronic format and shall include a list of metrics and
24criteria mutually agreed to in advance by the board of regents
25and the economic development authority. The metrics and
26criteria shall allow the governor’s office and the general
27assembly to quantify and evaluate the progress of the board of
28regents institutions with regard to their activities, projects,
29and programs in the areas of technology commercialization,
30entrepreneurship, regional development, and market research.
31(2) IOWA STATE UNIVERSITY OF SCIENCE AND TECHNOLOGY. For
32small business development centers, the science and technology
33research park, and the center for industrial research and
34service, and for not more than the following full-time
35equivalent positions:

3(a) Of the moneys appropriated in this subparagraph (2),
4Iowa state university of science and technology shall allocate
5at least $735,728 for purposes of funding small business
6development centers. Iowa state university of science and
7technology may allocate the appropriated moneys to the various
8small business development centers in any manner necessary to
9achieve the purposes of this subparagraph.
10(b) Iowa state university of science and technology shall
11do all of the following:
12(i) Direct expenditures for research toward projects that
13will provide economic stimulus for Iowa.
14(ii) Provide emphasis to providing services to Iowa-based
15companies.
16(c) It is the intent of the general assembly that the
17industrial incentive program focus on Iowa industrial sectors
18and seek contributions and in-kind donations from businesses,
19industrial foundations, and trade associations, and that moneys
20for the center for industrial research and service industrial
21incentive program shall be allocated only for projects which
22are matched by private sector moneys for directed contract
23research or for nondirected research. The match required of
24small businesses as defined in section 15.102, subsection 8,
25for directed contract research or for nondirected research
26shall be $1 for each $3 of state funds. The match required
27for other businesses for directed contract research or
28for nondirected research shall be $1 for each $1 of state
29funds. The match required of industrial foundations or trade
30associations shall be $1 for each $1 of state funds.
31Iowa state university of science and technology shall
32report annually to the joint appropriations subcommittee on
33economic development and the legislative services agency the
34total amount of private contributions, the proportion of
35contributions from small businesses and other businesses, and

2research of benefit to Iowa businesses and industrial sectors.
3(3) STATE UNIVERSITY OF IOWA. For the state university
4of Iowa research park and for the advanced drug development
5program at the Oakdale research park, including salaries,
6support, maintenance, equipment, and miscellaneous purposes,
7and for not more than the following full-time equivalent

3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
6This bill appropriates moneys for the fiscal year 2019-2020
7from the general fund of the state to the department of
8cultural affairs, the economic development authority, the Iowa
9finance authority, the public employment relations board, the
10department of workforce development, Iowa state university of
11science and technology, the state university of Iowa, and the
12university of northern Iowa.
13The bill appropriates moneys for the fiscal year 2019-2020
14from the Iowa skilled worker and job creation fund created in
15Code section 8.75 to the economic development authority, the
16department of workforce development, the college student aid
17commission, and the state board of regents and institutions
18under the control of the board.
19For the fiscal year 2019-2020, the bill limits standing
20appropriations established in the Code for the world food
21prize, certain operational support grants, community cultural
22grants, and regional tourism marketing.
23The bill transfers $100,000 of the moneys collected by the
24insurance division in excess of the anticipated gross revenues
25under Code section 505.7 to the economic development authority.
26The bill appropriates moneys for the fiscal year 2019-2020
27from the special employment security contingency fund to the
28department of workforce development.
29The bill appropriates interest earned on the unemployment
30compensation reserve fund for the fiscal year 2019-2020 to the
31department of workforce development.
32Moneys credited to the state by the secretary of treasury
