4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  279.21A  Administrators — large
2districts — teaching experience.
   3Each administrator employed by the board of directors
4of a school district with an enrollment of two thousand
5five hundred or more students in the prior school year, as
6determined by the department of education, must have at least
7ten years of teaching experience. Such a school district
8shall not renew an administrator’s contract beyond the current
9year unless the administrator meets the requirements of this
10section. For purposes of this section, “administrator” means an
11individual holding a professional administrator license issued
12under chapter 272 who is employed in a school district as a
13superintendent under section 279.20 or a principal as defined
14in section 279.21, subsection 3.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill requires administrators employed by school
19districts with enrollments of 2,500 or more to have at least
2010 years of teaching experience. Such a school district is
21prohibited from renewing an administrator’s contract if the
22administrator fails to meet the requirement.
   23“Administrator” is defined as an individual holding a
24professional administrator license who is employed in a school
25district as a superintendent, principal, associate principal,
26or assistant principal.
