3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 414.1, subsection 1, Code 2019, is
2amended by adding the following new paragraph:
3 NEW PARAGRAPH. c. A city shall not adopt or enforce
4any regulation, restriction, or other ordinance related to
5residential property rental permit caps on single-family homes
6or duplexes.
7 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
8importance, takes effect upon enactment.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
12This bill relates to powers granted to a city concerning
13building restrictions. The bill prohibits a city from
14adopting or enforcing a regulation, restriction, or other
15ordinance related to residential property rental permit caps on
16single-family homes or duplexes. The bill takes effect upon
17enactment.
