   4BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Article I of the Constitution of the State of Iowa is amended
4by adding the following new section:
  5Right to keep and bear arms.   Sec.1A.  The right of the
6people to keep and bear arms shall not be infringed. The
7sovereign state of Iowa affirms and recognizes this right to be
8a fundamental individual right. Any and all restrictions of
9this right shall be subject to strict scrutiny.
10   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing proposed
11amendment to the Constitution of the State of Iowa is referred
12to the general assembly to be chosen at the next general
13election for members of the general assembly, and shall be
14published as provided by law for three months previous to the
15date of that election.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This joint resolution proposes an amendment to the
20Constitution of the State of Iowa providing that the right of
21the people to keep and bear arms shall not be infringed. The
22sovereign state of Iowa affirms and recognizes this right to be
23a fundamental individual right. Any and all restrictions of
24this right shall be subject to strict scrutiny.
   25The joint resolution, if adopted, would be referred to the
26next general assembly for adoption a second time before being
27submitted to the electorate for ratification.
