3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  EDNA GRIFFIN — CAPITOL COMPLEX STATUE.
   21.  The department of administrative services, in
3consultation with the capitol planning commission, shall
4authorize the placement of a statue or suitable monument on
5the capitol complex grounds honoring civil rights leader Edna
6Griffin subject to the requirements of this section. The
7deadline for raising sufficient funds and developing a statue
8or suitable monument to honor Edna Griffin shall be June 30,
92024.
   102.  The commission on the status of African Americans,
11in consultation with the department of cultural affairs and
12the capitol planning commission, shall be responsible for
13developing and recommending a statue or suitable monument
14honoring Edna Griffin.
   153.  An Edna Griffin capitol complex statue fund is
16established in the state treasury under the control of and
17administered by the department of cultural affairs. The
18department may accept gifts, grants, bequests, and other
19private contributions and shall deposit the moneys in the fund
20to be used for the development and construction of an Edna
21Griffin statue or suitable monument on the capitol complex
22grounds. Moneys in the fund are appropriated and may be used
23for the purposes of this section. However, if sufficient funds
24for developing a statue or suitable monument to honor Edna
25Griffin are not raised by June 30, 2024, moneys in the fund are
26appropriated to the department of cultural affairs and used for
27educational purposes concerning Edna Griffin.
28EXPLANATION
29The inclusion of this explanation does not constitute agreement with
30the explanation’s substance by the members of the general assembly.
   31This bill requires the department of administrative
32services, in consultation with the capitol planning commission,
33to authorize the placement of a statue or suitable monument
34on the capitol complex grounds honoring civil rights leader
35Edna Griffin. The deadline for raising sufficient funds and
-1-1developing a statue or suitable monument is June 30, 2024. The
2bill provides that the commission on the status of African
3Americans shall be responsible for developing and recommending
4a statue or suitable monument honoring Edna Griffin. The bill
5further establishes an Edna Griffin capitol complex statue
6fund under the control of and administered by the department
7of cultural affairs to receive gifts and other private
8contributions for the development of the statue or suitable
9monument and authorizes the expenditure of moneys from that
10fund for that purpose. If sufficient funds are not raised by
11June 30, 2024, the bill authorizes the department of cultural
12affairs to use any moneys remaining in the fund for educational
13purposes concerning Edna Griffin.
