4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  PSYCHIATRIC PATIENT PLACEMENT CLEARINGHOUSE AND
2INPATIENT PSYCHIATRIC BED TRACKING SYSTEM WORK GROUP.
   31.  The department of human services shall convene a
4psychiatric patient placement clearinghouse and inpatient
5psychiatric bed tracking system work group to meet during the
62019 legislative interim to examine issues and develop policy
7recommendations relating to the establishment of a statewide
8clearinghouse for purposes of placing psychiatric patients in
9the appropriate level of care in close proximity to a patient’s
10home and to recommend improvements to the inpatient psychiatric
11bed tracking system. The work group shall receive information
12relating to the establishment of a statewide psychiatric
13patient placement clearinghouse, including information relating
14to the utilization of telepsychiatry services and the sharing
15of patient information for the purposes of patient treatment
16and care coordination, as well as information relating to
17improvements to the inpatient psychiatric bed tracking system
18from state departments and other entities and organizations
19including but not limited to the department of inspections and
20appeals, the Iowa hospital association, the national alliance
21on mental illness, and integrated telehealth partners.
   222.  The work group shall meet during the 2019 legislative
23interim and shall submit findings and recommendations in a
24report to the governor and the general assembly by December 31,
252019.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
   29This bill requires the department of human services (DHS)
30to convene a psychiatric patient placement clearinghouse and
31inpatient psychiatric bed tracking system work group for the
322019 legislative interim.
   33The bill directs the work group to examine issues and develop
34policy recommendations relating to the establishment of a
35statewide clearinghouse for the purposes of placing psychiatric
-1-1patients in the appropriate level of care in close proximity
2to a patient’s home and to recommend improvements to the
3psychiatric bed tracking system.
   4The work group shall receive information from the department
5of inspections and appeals, the Iowa hospital association, the
6national alliance on mental illness, and integrated telehealth
7partners relating to the use of telepsychiatry services and
8the sharing of patient information for patient treatment and
9care coordination purposes and relating to improvements to the
10inpatient psychiatric bed tracking system.
   11The bill provides that the work group shall meet during
12the 2019 legislative interim and submit findings and
13recommendations in a report to the governor and the general
14assembly by December 31, 2019.
