4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 256.9, Code 2019, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 60. No later than July 1, 2020, in
4consultation with the department of public health, develop and
5make available to all schools guidelines for the management of
6students with life-threatening food allergies. The guidelines
7shall include but not be limited to all of the following:
8a. Education and training for school personnel on the
9management of students with life-threatening food allergies,
10including training relating to the administration of an
11epinephrine auto-injector.
12b. Procedures for responding to life-threatening allergic
13reactions.
14c. A process for the development of individualized health
15care and allergy action plans for every student with a known
16life-threatening food allergy.
17d. Protocols to prevent exposure to life-threatening
18allergens.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
22This bill requires the department of education, in
23consultation with the department of public health, to develop
24and make available to all schools guidelines for the management
25of students with life-threatening food allergies no later than
26July 1, 2020.
