4applicability provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph a,
2subparagraph (1), unnumbered paragraph 1, Code 2019, is amended
3to read as follows:
   4In order to provide additional funding to increase
5student opportunities and redirect more resources to student
6programming for school districts that share operational
7functions, a district that shares with a political subdivision
8one or more operational functions of a curriculum director,
 9special education director, school safety director,
10 master social worker, independent social worker, or school
11counselor, or one or more operational functions in the areas
12of superintendent management, business management, human
13resources, transportation, or operation and maintenance for at
14least twenty percent of the school year shall be assigned a
15supplementary weighting for each shared operational function.
16A school district that shares an operational function in
17the area of superintendent management shall be assigned a
18supplementary weighting of eight pupils for the function. A
19school district that shares an operational function in the area
20of business management, human resources, transportation, or
21operation and maintenance shall be assigned a supplementary
22weighting of five pupils for the function. A school district
23that shares the operational functions of a curriculum director,
 24special education director, school safety director, a master
25social worker or an independent social worker licensed under
26chapters 147 and 154C, or a school counselor shall be assigned
27a supplementary weighting of three pupils for the function.
28The additional weighting shall be assigned for each discrete
29operational function shared. However, a school district
30may receive the additional weighting under this subsection
31for sharing the services of an individual with a political
32subdivision even if the type of operational function performed
33by the individual for the school district and the type of
34operational function performed by the individual for the
35political subdivision are not the same operational function, so
-1-1long as both operational functions are eligible for weighting
2under this subsection. In such case, the school district
3shall be assigned the additional weighting for the type of
4operational function that the individual performs for the
5school district, and the school district shall not receive
6additional weighting for any other function performed by the
7individual. The operational function sharing arrangement does
8not need to be a newly implemented sharing arrangement to
9receive supplementary weighting under this subsection.
10   Sec. 2.  APPLICABILITY.  This Act applies to school budget
11years beginning on or after July 1, 2019, subject to the school
12budget year limitations of section 257.11, subsection 5.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill relates to the provision of supplementary
17weighting to school districts that share with a political
18subdivision one or more specified operational functions.
   19The bill adds special education director and school safety
20director to the list of operational functions for which
21supplementary weighting is provided to school districts. The
22department of management annually sets a weighting for each
23area education agency under current law.
   24Supplementary weighting for shared operational functions
25is available through the budget year beginning July 1, 2024.
26The maximum amount of additional weighting for which a school
27district is eligible in a budget year is 21 additional pupils;
28the maximum amount of additional funding for which an AEA is
29eligible is $200,000.
   30The bill applies to school budget years beginning on or after
31July 1, 2019.
