3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 476.6, Code 2019, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 22. Renewable energy — construction
4of rules. The board shall interpret and administer any
5requirement, rule, or regulation adopted by the board pursuant
6to the exercise of its powers and duties in a manner which
7promotes, without prejudice or bias, the transition to a
8carbon-constrained environment, the development of renewable
9electric power generation, and the use of energy efficiency and
10renewable energy in the state.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
14This bill requires the Iowa utilities board to interpret
15and administer any requirement, rule, or regulation adopted
16by the board in a manner which promotes, without prejudice or
17bias, the transition to a carbon-constrained environment, the
18development of renewable electricity generation, and the use of
19energy efficiency and renewable energy in Iowa.
