3pupil, making appropriations to the transportation equity
4fund, establishing transportation data review and reporting
5requirements, and including effective date provisions.
6BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.8, subsection 2, Code 2019, is
2amended to read as follows:
   32.  Categorical state percent of growth.  The categorical
4state percent of growth for the budget year beginning July
51, 2016, is two and twenty-five hundredths percent. The
6categorical state percent of growth for the budget year
7beginning July 1, 2017, is one and eleven hundredths percent.
8The categorical state percent of growth for the budget year
9beginning July 1, 2018, is one percent. The categorical state
10percent of growth for each budget year shall be established
11by statute which shall be enacted within thirty days of the
12transmission of the governor’s budget required by February
131 under section 8.21 during the regular legislative session
14beginning in the base year. The categorical state percent of
15growth may include state percents of growth for the teacher
16salary supplement, the professional development supplement,
17the early intervention supplement, and the teacher leadership
18supplement, and for budget years beginning on or after July 1,
192020, transportation equity aid payments under section 257.16C
.
20   Sec. 2.  Section 257.8, subsection 5, paragraph b, Code 2019,
21is amended to read as follows:
   22b.  For the budget year beginning July 1, 2018, and
23subsequent budget years, references to “supplemental state aid”
24and “regular program state cost per pupil” shall mean those
25terms as calculated including the additional amount amounts for
26the specified budget year beginning July 1, 2018, years under
27section 257.9, subsection 2, paragraph “b”, and references to
28“regular program district cost per pupil” shall mean that term as
29calculated including any adjustments made under section 257.10,
30subsection 2.
31   Sec. 3.  Section 257.9, subsection 2, Code 2019, is amended
32to read as follows:
   332.  Regular program state cost per pupil for 1992-1993 and
34succeeding years.
   35a.  For the budget year beginning July 1, 1992, and
-1-1succeeding budget years beginning before July 1, 2018, the
2regular program state cost per pupil for a budget year is the
3regular program state cost per pupil for the base year plus the
4regular program supplemental state aid for the budget year.
   5b.  For the budget year beginning July 1, 2018, the regular
6program state cost per pupil is the regular program state
7cost per pupil for the base year plus the regular program
8supplemental state aid for the budget year, plus five dollars.
   9c.  For the budget year beginning July 1, 2019, the regular
10program state cost per pupil is the regular program state
11cost per pupil for the base year plus the regular program
12supplemental state aid for the budget year, plus five dollars.
   13c.    d.  For the budget year beginning July 1, 2019 2020, and
14succeeding budget years, the regular program state cost per
15pupil for a budget year is the regular program state cost per
16pupil for the base year plus the regular program supplemental
17state aid for the budget year.
18   Sec. 4.  Section 257.16C, subsection 3, Code 2019, is amended
19by adding the following new paragraph:
20   NEW PARAGRAPH.  d.  (1)  For the fiscal year beginning
21July 1, 2019, there is appropriated from the general fund of
22the state to the department of management for deposit in the
23transportation equity fund the sum of nineteen million dollars,
24or so much thereof as is necessary, to be used for the purposes
25of this section.
   26(2)  For each fiscal year beginning on or after July 1, 2020,
27there is appropriated from the general fund of the state to
28the department of management for deposit in the transportation
29equity fund the sum of the following, or so much thereof as is
30necessary, to be used for the purposes of this section:
   31(a)  The amount appropriated to the transportation equity
32fund under this paragraph for the immediately preceding fiscal
33year.
   34(b)  The product of the amount determined under subparagraph
35division (a) multiplied by the categorical percent of growth
-2-1under section 257.8, subsection 2, for the budget year
2beginning on the same date of the fiscal year for which the
3appropriation is made.
4   Sec. 5.  Section 257.16C, Code 2019, is amended by adding the
5following new subsection:
6   NEW SUBSECTION.  7.  On or before December 1, 2020, and on
7or before December 1 every five years thereafter, the director
8of the department of education shall compile and review the
9data collected as a result of the transportation equity aid
10and transportation base funding payments provided under this
11section and shall prepare a report to the general assembly
12containing analysis of the aid and the payments’ efficacy and
13recommendations for changes.
14   Sec. 6.  EFFECTIVE DATE.  This Act, being deemed of immediate
15importance, takes effect upon enactment.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill relates to public school funding by modifying
20provisions relating to the regular program state cost per pupil
21and by making appropriations to the transportation equity fund.
   22Current Code section 257.9 provides that for the budget
23year beginning July 1, 2019, and succeeding budget years, the
24regular program state cost per pupil for a budget year is the
25regular program state cost per pupil for the base year, which
26includes the $5 addition made for the budget year beginning
27July 1, 2018, plus the regular program supplemental state aid
28for the budget year.
   29Under the bill, for the budget year beginning July 1, 2019,
30the regular program state cost per pupil is the regular program
31state cost per pupil for the base year plus the regular program
32supplemental state aid for the budget year, plus $5. Then with
33the budget year beginning July 1, 2020, and succeeding budget
34years, the regular program state cost per pupil will again be
35calculated as the regular program state cost per pupil for the
-3-1base year plus the regular program supplemental state aid for
2the budget year.
   3Code section 257.16C establishes a transportation equity
4program to provide additional funding for school districts with
5a transportation cost per pupil that exceeds the statewide
6adjusted transportation cost per pupil, as determined by the
7department of management. The amount of transportation equity
8aid for each school district is an amount equal to the school
9district’s actual enrollment for the school year, excluding the
10shared-time enrollment for the school year, multiplied by the
11school district’s transportation cost per pupil differential
12for the budget year. Code section 257.16C establishes a
13transportation equity fund and appropriates all moneys in the
14fund to the department of management for purposes of making
15the transportation equity aid payments. However, if the
16balance of the fund exceeds the amount necessary to make all
17transportation equity aid payments, moneys remaining in the
18fund are required to be used for transportation base funding
19payments. Transportation base funding payments for each school
20district in the state are calculated by multiplying the school
21district’s enrollment used to calculate transportation equity
22aid by the lesser of the statewide average transportation cost
23per pupil or the school district’s transportation cost per
24pupil for the budget year.
   25For the fiscal year beginning July 1, 2019, the bill
26appropriates $19 million from the general fund of the state
27for deposit in the transportation equity fund. For each
28fiscal year beginning on or after July 1, 2020, the bill
29appropriates from the general fund of the state to the
30transportation equity fund the sum of the amount appropriated
31for the immediately preceding fiscal year plus the product of
32the amount appropriated for the immediately preceding fiscal
33year multiplied by the categorical percent of growth for the
34corresponding school budget year.
   35The bill also establishes periodic compilation, review,

2education.
   3The bill takes effect upon enactment.
