4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.10, subsection 9, paragraph c,
2subparagraph (1), Code 2019, is amended to read as follows:
   3(1)  The unadjusted teacher salary supplement district cost
4is the teacher salary supplement district cost per pupil for
5each school district for a budget year multiplied by the sum
6of the
budget enrollment for that school district plus the
7preschool budget enrollment for that school district under
8section 256C.5
.
9   Sec. 2.  Section 257.10, subsection 9, paragraph d, Code
102019, is amended to read as follows:
   11d.  For the budget year beginning July 1, 2009, the use
12of the funds calculated under this subsection shall comply
13with the requirements of chapter 284 and shall be distributed
14to teachers pursuant to section 284.3A. For the budget year
15beginning July 1, 2010, and succeeding budget years, the use
16of the funds calculated under this subsection shall comply
17with the requirements of chapter 284 and shall be distributed
18to teachers pursuant to section 284.3A, including for budget
19years beginning on or after July 1, 2020, to teachers serving a
20preschool program under chapter 256C, if applicable
.
21   Sec. 3.  Section 257.10, subsection 10, paragraph c,
22subparagraph (1), Code 2019, is amended to read as follows:
   23(1)  The unadjusted professional development supplement
24district cost is the professional development supplement
25district cost per pupil for each school district for a budget
26year multiplied by the sum of the budget enrollment for that
27school district plus the preschool budget enrollment for that
28school district under section 256C.5
.
29   Sec. 4.  Section 257.10, subsection 10, paragraph d, Code
302019, is amended to read as follows:
   31d.  The use of the funds calculated under this subsection
32and any amount designated for professional development purposes
33from the school district’s flexibility account under section
34298A.2, subsection 2, shall comply with the requirements of
35chapter 284 and, for budget years beginning on or after July 1,
-1-12020, shall include professional development purposes relating
2to teachers serving a preschool program under chapter 256C, if
3applicable
. If all professional development requirements of
4chapter 284 are met and funds received under this subsection
5remain unexpended and unobligated at the end of a fiscal year
6beginning on or after July 1, 2017, the school district may
7transfer all or a portion of such unexpended and unobligated
8funds for deposit in the school district’s flexibility account
9established under section 298A.2, subsection 2.
10   Sec. 5.  Section 257.10, subsection 11, paragraph c,
11subparagraph (1), Code 2019, is amended to read as follows:
   12(1)  The unadjusted early intervention supplement district
13cost is the early intervention supplement district cost per
14pupil for each school district for a budget year multiplied by
15the sum of the budget enrollment for that school district plus
16the preschool budget enrollment for that school district under
17section 256C.5
.
18   Sec. 6.  Section 257.10, subsection 12, paragraph c,
19subparagraph (1), Code 2019, is amended to read as follows:
   20(1)  The unadjusted teacher leadership supplement district
21cost is the teacher leadership supplement district cost per
22pupil for each school district for a budget year multiplied by
 23the sum of the budget enrollment for that school district plus
24the preschool budget enrollment for that school district under
25section 256C.5
.
26   Sec. 7.  Section 257.10, subsection 12, paragraph d, Code
272019, is amended to read as follows:
   28d.  For the budget year beginning July 1, 2014, and
29succeeding budget years, the use of the funds calculated under
30this subsection shall comply with the requirements of chapter
31284 and shall be distributed to teachers pursuant to section
32284.15, including for budget years beginning on or after July
331, 2020, to teachers serving a preschool program under chapter
34256C, if applicable
. The funds shall be used only to increase
35the payment for a teacher assigned to a leadership role
-2-1pursuant to a framework or comparable system approved pursuant
2to section 284.15; to increase the percentages of teachers
3assigned to leadership roles; to increase the minimum teacher
4starting salary to thirty-three thousand five hundred dollars;
5to cover the costs for the time mentor and lead teachers are
6not providing instruction to students in a classroom; for
7coverage of a classroom when an initial or career teacher
8is observing or co-teaching with a teacher assigned to a
9leadership role; for professional development time to learn
10best practices associated with the career pathways leadership
11process; and for other costs associated with a framework or
12comparable system approved by the department of education under
13section 284.15 with the goals of improving instruction and
14elevating the quality of teaching and student learning.
15   Sec. 8.  Section 257.37, subsection 4, Code 2019, is amended
16to read as follows:
   174.  a.  “Enrollment served” means the basic enrollment
18plus the number of nonpublic school pupils served with media
19services or educational services, as applicable, except that if
20a nonpublic school pupil or a pupil attending another district
21under a whole grade sharing agreement or open enrollment
22receives services through an area other than the area of the
23pupil’s residence, the pupil shall be deemed to be served by
24the area of the pupil’s residence, which shall by contractual
25arrangement reimburse the area through which the pupil actually
26receives services. Each school district shall include in
27the enrollment report submitted pursuant to section 257.6,
28subsection 1, the number of nonpublic school pupils within each
29school district for media and educational services served by
30the area. However, the school district shall not include in
31the enrollment report nonpublic school pupils receiving classes
32or services funded entirely by federal grants or allocations.
   33b.  For school budget years beginning on or after July 1,
342020, for purposes of this section, “basic enrollment” means
35the sum of the “basic enrollment” as defined in section 257.6
-3-1and the preschool budget enrollment as determined under section
2256C.5.
3   Sec. 9.  Section 257.37A, subsection 1, paragraph c,
4subparagraph (1), Code 2019, is amended to read as follows:
   5(1)  The unadjusted area education agency teacher salary
6supplement district cost is the area education agency teacher
7salary supplement district cost per pupil for each area
8education agency for a budget year multiplied by the sum of
9the
special education support services weighted enrollment
10for that area education agency plus the total preschool
11budget enrollment for all school districts served by the area
12education agency
.
13   Sec. 10.  Section 257.37A, subsection 1, paragraph d, Code
142019, is amended to read as follows:
   15d.  For the budget year beginning July 1, 2009, the use
16of the funds calculated under this subsection shall comply
17with requirements of chapter 284 and shall be distributed to
18teachers pursuant to section 284.3A. For the budget year
19beginning July 1, 2010, and succeeding budget years, the use
20of the funds calculated under this subsection shall comply
21with the requirements of chapter 284 and shall be distributed
22to teachers pursuant to section 284.3A, including for budget
23years beginning on or after July 1, 2020, to teachers serving a
24preschool program under chapter 256C, if applicable
.
25   Sec. 11.  Section 257.37A, subsection 2, paragraph c,
26subparagraph (1), Code 2019, is amended to read as follows:
   27(1)  The unadjusted area education agency professional
28development supplement district cost is the area education
29agency professional development supplement district cost
30per pupil for each area education agency for a budget year
31multiplied by the sum of the special education support services
32weighted enrollment for that area education agency plus the
33total preschool budget enrollment for all school districts
34served by the area education agency
.
35   Sec. 12.  Section 257.37A, subsection 2, paragraph d, Code
-4-12019, is amended to read as follows:
   2d.  The use of the funds calculated under this subsection
3shall comply with requirements of chapter 284 and, for budget
4years beginning on or after July 1, 2020, including purposes
5relating to teachers serving a preschool program under chapter
6256C, if applicable
.
7   Sec. 13.  APPLICABILITY.  This Act applies to school budget
8years beginning on or after July 1, 2020.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill relates to the to the calculation and use of
13certain school district and area education agency categorical
14funding supplements.
   15Code section 257.10 calculates for each school district
16a teacher salary supplement district cost, a professional
17development supplement district cost, an early intervention
18supplement district cost, and a total teacher leadership
19supplement district cost by multiplying an applicable per pupil
20amount by the budget enrollment for that school district. The
21bill modifies the calculation for each of those categorical
22funding supplements by providing that the applicable per pupil
23amount is multiplied by the sum of budget enrollment for that
24school district plus the preschool budget enrollment for that
25school district determined under Code section 256C.5.
   26Code section 257.37 establishes calculations for total
27amount funded in each area education agency for media services
28and for educational support by multiplying the applicable per
29pupil amount by the enrollment served by the area education
30agency. The bill modifies the calculation of enrollment served
31for purposes of these calculations by specifying the inclusion
32preschool budget enrollments as determined under Code section
33256C.5.
   34Code section 257.37A establishes calculations for the area
35education agency teacher salary supplement district cost and
-5-1the area education agency professional development supplement
2district cost by multiplying an applicable per pupil amount by
3the special education support services weighted enrollment for
4that area education agency. The bill modifies the calculation
5for those categorical funding supplements by providing that
6the applicable per pupil amount is multiplied by the sum of
7the special education support services weighted enrollment
8for that area education agency plus the total preschool
9budget enrollment for all school districts served by the area
10education agency.
   11The bill also modifies each of the provisions governing the
12uses of such funds generated through the funding supplements
13to provide for their use for appropriate purposes related to
14teachers serving a preschool program under Code chapter 256C.
   15The bill applies to school budget years beginning on or after
16July 1, 2020.
