3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. NEW SECTION. 904.517 Training and instruction
2of inmates.
31. An inmate sentenced to and confined in any institution
4under the jurisdiction of the department shall be allowed
5access to training and instruction in activities which promote
6personal betterment and self-improvement. Such training shall
7include, but not be limited to, meditation instruction, yoga
8instruction, and prayer coaching.
92. The department shall adopt rules pursuant to chapter 17A
10to administer this section.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
14This bill relates to the training and instruction of inmates
15for personal betterment and self-improvement.
16The bill provides that an inmate sentenced to and confined in
17any institution under the jurisdiction of the department shall
18be allowed access to training and instruction in activities
19which promote personal betterment and self-improvement. Such
20training must include, but will not be limited to, meditation
21instruction, yoga instruction, and prayer coaching.
22The bill provides that the Iowa department of corrections
23shall adopt rules pursuant to Code chapter 17A (Iowa
24administrative procedure Act) to administer the bill.
