3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM
2(SNAP) — WORKFARE.
   The department of human services shall
3assign an individual who is subject to the work requirements
4specified in 7 U.S.C. §2015(d)(1), but who is exempt from
5the work requirements pursuant to 7 U.S.C. §2015(o) and not
6otherwise participating in an employment and training program
7established pursuant to 7 U.S.C. §2015(d)(4), to a workfare
8program established under 7 U.S.C. §2029.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill requires the department of human services to
13assign an individual who would otherwise be subject to the work
14requirements under federal law, but who meets the criteria for
15one of the exemptions under federal law, and is not otherwise
16participating in an employment and training program established
17as prescribed in federal law to be assigned to a workfare
18program.
