2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 331.206, subsection 2, paragraph a, Code
22019, is amended to read as follows:
   3a.  The plan used under subsection 1 shall be selected by
4the board or by a special election as provided in section
5331.207. A plan selected by the board shall remain in effect
6for at least six years and shall only be changed by a special
7election as provided in section 331.207. However, a county
8with a population of sixty thousand or more based on the most
9recent federal decennial census shall use plan “three” for the
10election of supervisors.

11   Sec. 2.  Section 331.207, subsection 6, Code 2019, is amended
12by striking the subsection.
13   Sec. 3.  TRANSITION PROVISION.  Notwithstanding any
14provision of law to the contrary, a county with a population
15of sixty thousand or more based on the most recent federal
16decennial census that does not use plan “three” for the
17election of supervisors, as defined in section 331.206, as
18of the effective date of this Act shall not be required to
19elect supervisors using plan “three” until the election for
20supervisors following the adoption of a representation plan
21drawn pursuant to section 331.210A, subsection 2, paragraph
22“f”, after the redistricting of congressional and legislative
23districts becomes law following the federal decennial census
24taken in the year 2020.
25EXPLANATION
26The inclusion of this explanation does not constitute agreement with
27the explanation’s substance by the members of the general assembly.
   28This bill requires a county with a population of 60,000
29or more based on the most recent federal decennial census
30to use plan “three” for the election of county supervisors.
31Plan “three” requires individual members of the board of
32supervisors for that county to be elected from single-member
33equal-population districts. The bill provides that a county
34with a population of 60,000 or more as of the effective date
35of the bill that does not use plan “three” for the election of

2plan “three” until the election for supervisors after the
3adoption of a county supervisor representation plan following
4the federal decennial census taken in 2020.
