2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 285.1, Code 2019, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  23.  a.  The board of directors of a school
4district may extend the one-way riding time for an elementary
5pupil, who is entitled to transportation pursuant to subsection
61, between the designated stop and the school designated for
7attendance from sixty minutes to seventy-five minutes.
   8b.  The board of directors of a school district may extend
9the one-way riding time for an elementary or high school pupil,
10who is entitled to transportation pursuant to subsection 1,
11between the designated stop and the school designated for
12attendance beyond seventy-five minutes if the board holds two
13public hearings on a proposed resolution describing the change
14to the bus route, notifies all affected persons of the proposed
15change thirty days before the route change is made, and adopts
16the resolution at the next regularly scheduled board meeting
17following the public hearings. The board shall publish notice
18of the time and place of each public hearing not less than
19ten nor more than twenty days before the public hearing in a
20newspaper of general circulation in the school district and on
21the school district’s internet site.
   22c.  The board of directors of a school district may extend
23the one-way riding time for an elementary or high school pupil,
24who is entitled to transportation pursuant to subsection 1,
25between the designated stop and the school designated for
26attendance or between the pupil’s designated attendance center
27and another attendance center for the purposes of meeting
28specific educational needs.
29EXPLANATION
30The inclusion of this explanation does not constitute agreement with
31the explanation’s substance by the members of the general assembly.
   32This bill authorizes school boards to extend one-way school
33bus riding times for pupils in a number of ways.
   34First, a school board may extend the riding time limitation,
35which is established for elementary pupils under rules adopted
-1-1by the state board of education, from 60 minutes to 75 minutes.
   2Second, a school board may extend the riding time for an
3elementary or high school pupil beyond 75 minutes if the board
4holds two public hearings on a proposed resolution describing
5the bus route change, publishes notice of the public hearings,
6notifies all affected persons of the proposed change 30 days
7before the route change is made, and adopts the resolution at
8the next regularly scheduled board meeting.
   9Finally, a school board may extend the riding time for
10elementary or high school pupils for purposes of meeting
11specific educational needs.
