3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 249A.15, subsection 2, Code 2019, is
2amended to read as follows:
   32.  Entitlement to payment under this section is applicable
4to services provided to recipients of medical assistance
5under both the fee-for-service and managed care payment and
6delivery systems. Neither the fee-for-service nor the managed
7care payment and delivery system shall impose a practice
8or supervision restriction which is inconsistent with or
9more restrictive than the authority already granted by law,
10including the authority to provide supervision in person or
11remotely through electronic means as specified by rule of the
12board of psychology. The reimbursement rate paid for services
13provided by a provisionally licensed psychologist in accordance
14with the requirements of this section shall be one hundred
15percent of the reimbursement rate paid for the same services if
16provided by the qualified supervisor.

17   Sec. 2.  Section 249A.15A, subsection 6, Code 2019, is
18amended to read as follows:
   196.  Entitlement to payment under this section is applicable
20to services provided to recipients of medical assistance
21under both the fee-for-service and managed care payment and
22delivery systems. Neither the fee-for-service nor the managed
23care payment and delivery system shall impose a practice
24or supervision restriction which is inconsistent with or
25more restrictive than the authority already granted by law,
26including the authority to provide supervision in person or
27remotely through electronic means as specified by rule of the
28applicable licensing board. The reimbursement rate paid for
29services provided by a professional holding a provisional or
30temporary license in accordance with the requirements of this
31section shall be one hundred percent of the reimbursement
32rate paid for the same services if provided by the qualified
33supervisor.

34   Sec. 3.  Section 514C.32, Code 2019, is amended by adding the
35following new subsection:
-1-1   NEW SUBSECTION.  6.  The reimbursement rate paid for
2services provided in accordance with this section by a licensed
3master social worker who is licensed by the board of social
4work as a master social worker pursuant to section 154C.3,
5subsection 1, paragraph “b”, and who provides services under the
6supervision of an independent social worker licensed pursuant
7to section 154C.3, subsection 1, paragraph “c”, or for services
8provided by a licensed mental health counselor or a licensed
9marital and family therapist who holds a temporary license to
10practice mental health counseling or marital and family therapy
11pursuant to section 154D.7, and who provides services under the
12supervision of a qualified supervisor, shall be one hundred
13percent of the reimbursement rate paid for the same services if
14provided by the respective supervisor.
15   Sec. 4.  Section 514C.33, Code 2019, is amended by adding the
16following new subsection:
17   NEW SUBSECTION.  6.  The reimbursement rate paid for services
18provided in accordance with this section by a person who
19holds a provisional license to practice psychology pursuant
20to section 154B.6, and who practices under the supervision of
21a supervisor who meets the qualifications determined by the
22board of psychology by rule shall be one hundred percent of the
23reimbursement rate paid for the same services if provided by
24the qualified supervisor.
25EXPLANATION
26The inclusion of this explanation does not constitute agreement with
27the explanation’s substance by the members of the general assembly.
   28This bill provides reimbursement parity for certain health
29professionals.
   30The bill provides that under both the Medicaid program and
31private insurance, the reimbursement rate paid for services
32provided by provisionally licensed psychologists and marital
33and family therapists, master social workers, and mental health
34counselors holding provisional or temporary licenses, who
35provide services under the supervision of a supervisor, is 100

2provided by the respective supervisor.
