3persons.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  GERIATRIC HOUSING — REQUEST FOR PROPOSALS.  The
2department on aging and the departments of human services,
3inspections and appeals, and corrections, cooperatively,
4shall develop and issue a request for proposals to solicit
5potential operators for a facility in the state for geriatric
6persons, including geriatric individuals who are registered
7on the sex offender registry or who are sexually aggressive.
8The request for proposals shall provide for the operation of
9such a facility based on the recommendations of the geriatric
10patient housing review report submitted to the governor and
11the general assembly on December 14, 2018, pursuant to 2018
12Iowa Acts, chapter 1165, section 117, and specifically option
13one of the report recommendations whereby a private provider
14would operate within an existing vacant state facility and
15option two of the report recommendations whereby the state
16would appropriate funding for a private provider to operate a
17facility program for the targeted individuals. The department
18on aging shall submit a progress report to the governor and the
19general assembly by October 1, 2019, which shall include the
20date of issuance of the request for proposals and any responses
21received.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill requires the department on aging and the
26departments of human services, inspections and appeals, and
27corrections, cooperatively, to develop and issue a request for
28proposals (RFP) to solicit potential operators of a facility
29in the state for geriatric persons, including geriatric
30individuals who are registered on the sex offender registry
31or who are sexually aggressive. The RFP shall provide for
32operation of the facility based on the recommendations included
33in the geriatric patient housing review report submitted to
34the governor and the general assembly on December 14, 2018,
35pursuant to 2018 legislation that required the review by
-1-1the same departments. Specifically, the RFP shall solicit
2potential operators pursuant to option one of the report
3recommendations whereby a private provider would operate within
4an existing vacant state facility and option two of the report
5recommendations whereby the state would appropriate funding
6for a private provider to operate a facility program for the
7targeted individuals. The bill requires the department on
8aging to submit a progress report to the governor and the
9general assembly by October 1, 2019, which shall include the
10date of issuance of the RFP and any responses received.
